Position

Summary

The Director, Proposal Quality is a strategic leadership role responsible for defining, operationalizing, and advancing the quality function across the Medicaid proposal lifecycle. This role establishes a unified quality strategy and performance framework that enables the organization to deliver compliant, compelling, and competitive proposals with a consistent, single voice.

This leader drives quality as a measurable, scalable, and influential capability, ensuring alignment across writing, capture, proposal development functions and health plan leadership while continuously improving proposal outcomes.

Individual Accountabilities
  • Define and lead the enterprise quality strategy, including operating model, and role clarity to enable a consistent, scalable quality function.
  • Establish and oversee quality performance frameworks, including scorecards, dashboards, and evaluation methodologies to measure proposal effectiveness, trends, and outcomes.
  • Drive data-informed decision-making by defining and monitoring key quality metrics (e.g., error ratios, scoring trends, readability, milestone adherence) and translating insights into actionable improvements.
  • Lead development and adoption of quality standards and tools, including, playbooks and structured review frameworks to ensure consistency and reduce rework.
  • Provide strategic quality leadership across the proposal lifecycle, influencing content development, win strategy alignment, and evaluation readiness through proactive insights and risk identification.
  • Build and sustain strategic cross-functional partnerships with Writing, Capture, Product, Knowledge Enablement and Health Plan leadership to align priorities, improve collaboration, and elevate proposal performance.
  • Lead and develop a high-performing team of Proposal Quality Analysts, including hiring, onboarding, coaching, succession planning, and establishing a culture of accountability, learning, and innovation.
  • Implement structured continuous improvement practices, including lessons learned, feedback loops, and bid-over-bid performance tracking to drive measurable quality gains.
  • Advance innovation and technology adoption, including AI-enabled tools and workflow improvements, to enhance efficiency, scalability, and quality effectiveness.
  • Ensure consistent delivery of high-quality proposals, balancing speed, compliance, and compelling storytelling while maintaining 100% adherence to submission timelines and organizational expectations.
  • Build high-performing proposal teams, motivating and leading employees in a positive manner.
  • Ability to travel up to 30%.
Required Qualifications
  • 8+ years of experience in proposal development, quality, or strategic content.
  • 5+ years of experience creating compelling, audience-aware Medicaid proposal responses.
  • 2+ years of leadership experience managing teams or driving organizational change.
  • Knowledge of APMP and Shipley best practices;
    Six Sigma certification and APMP Bid/Proposal Foundation Certification are recommended

Education
  • Bachelor's degree or equivalent work experience

This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above.
