Position OverviewThe Paul V. Sherlock Center on Disabilities at Rhode Island College seeks a Technical Assistance Specialist to lead grant‑funded initiatives focused on improving systems of support for adults with disabilities, including individuals with IDD and co‑occurring needs.
This role leads the design and delivery of statewide and national training and technical assistance, grounded in adult learning theory and evidence‑based practices. The TA Specialist collaborates with individuals with lived experience, families, direct support professionals, service providers, and state leaders to strengthen outcomes across key adult life domains such as community living, employment, health and wellness, safety, social inclusion, and advocacy.
Responsibilities include developing and implementing multi‑year programs, delivering webinars and in‑person trainings, overseeing project logistics and staff support, participating in evaluation and data collection, and disseminating project outcomes through presentations and publications.

Primary PurposeThis full‑time, grant‑funded position is located at the Paul V. Sherlock Center on Disabilities. The position scope involves leading projects within the Sherlock Center’s adult program area. The Technical Assistance (TA) Specialist will provide training and technical assistance to the disability community related to the needs of adults with disabilities, including people with IDD who have co‑occurring physical, mental, or age‑related needs.
Areas of adult focus include the life domains of community living, employment, healthy living, safety & security, social & spirituality, and advocacy & engagement.
- Apply research‑based practices of instructional design and adult learning theory using the necessary tools to create a high‑quality training program and implement those practices.
- Collaborate with stakeholders on the design of education and training program and technical assistance as directed by grants and program objectives.
- Collaborate with local/state leadership personnel and advisory boards related to project activities and outcomes.
- Lead statewide and national implementation of programs from the Sherlock Center that include evaluating needs and exercising professional judgement to tailor training and technical assistance offerings to best serve stakeholders.
- Participate in data collection needed for the evaluation of program implementation.
- Plan, design, and deliver webinars, conference calls, and in‑person meetings for members of the disability community including individuals with lived experience, family members, direct support personnel, and professionals.
- Disseminate information on project activities/outcomes, including but not limited to preparing blogs, newsletters, conference presentations, and poster sessions.
- Direct the work of staff with regards to logistics, promotion, and training needs of each program.
- Assist with research and data collection activities as required by project.
- Travel to residences and other community locations for meetings and project activities.
Other duties as may be assigned by the Executive Director of the Sherlock Center.
Required Skills, Knowledge, and Abilities- Demonstrated ability to develop, implement, and evaluate multi‑year programs and services for new and existing projects and contracts.
- Demonstrated experience working with Direct Support and other Professionals within disability services and supports.
- Demonstrated experience working with individuals with IDD.
- Knowledge of key issues, evidence‑based best practices, and resources in community living and employment policy and practice issues related to long‑term services and supports for persons with IDD.
