Spec Pro Sustainment & Environmental is seeking a Clean Air Act (CAA) Specialist to provide quality assurance/quality control environmental support services for the U.S. Army Dugway Proving Ground (DPG) Installation. The CAA Specialist is responsible to provide DEP support in the compliance of all applicable statutes, rules and regulations pertaining to the Installation’s Air Quality Program in compliance with RCRA Part B Permit, Title V Air Permit, and all other applicable regulations.

The CAA Specialist will work closely with the Army Material Command (AMC)-Installation Management Command (IMCOM) to ensure operational excellence, regulatory compliance, and mission success.

• Be proficient in EPA, UDSHW, and Army regulations.
• Shall be sufficient to support the DEP efforts to maintain and comply with the Installation's Part B and Title V Permits and other related 40 Code of Federal Regulations (40 CFR) requirements, State of Utah Department of Environmental Quality (DEQ), and EPA regulations.
• Proficient in preparing and modifying permits required under 40 CFR.
• Proficient in determining the sufficiency of corrective action plans and corrective measures proposed by the Contractor for resolution of violations and nonconformance.
• Ability to adapt to changing regulations and trends.
• Demonstrates proactivity and takes ownership of daily responsibilities and projects.
• Ability to work independently as well as collaboratively within a team environment.
• Commitment to superior quality and accuracy.
• Extremely responsive and customer-focused; appropriate follow-up and follow-through.
• Ability to manage confidential information with discretion.
• Proficient in Microsoft Office applications, such as Word, Excel, Access, etc.

• Bachelor’s degree in Environmental Science, Engineering or a related field.
• Minimum 5 years of demonstrated environmental compliance experience including specific experience with the CAA and applicable State regulations.
• Minimum 1 year professional experience is desired to be directly related to compliance with the applicable air quality regulations with the State of Utah.
• Minimum 1 year professional experience is desired to be directly related to technical writing.

• Ability to perform fieldwork for extended periods, including working outdoors in various conditions.

All contractor personnel accessing proprietary, classified, or confidential information related to Army acquisitions must complete and sign an Army contractor NDA before beginning work. The contractor is responsible for ensuring all staff, including subcontractors and consultants, execute NDAs to protect procurement-sensitive and proprietary information. NDAs must be signed on the first day of employment and renewed with each contract option period.

Failure to comply constitutes default. The contractor must maintain signed NDAs and provide copies to the COR.
