Description

  • Responsible for performing HR – related duties on a professional level and works closely with senior HR management in supporting designated facility locations.
  • Administers various human resource plans and procedures for all organization staff; assists in the development and implementation of UNHS policies and procedures; prepares and maintains the employee handbook and the policies and procedures manual.
  • Participates in developing department goals, objectives and systems.
  • Administers the compensation program; monitors the performance evaluation program and revises, as necessary. Responsible for assisting with the administration of the FMLA and Workers Compensation program.
  • Handles employee relations counseling, outplacement counseling and exit interviewing at the direction of the HR Director.
  • Assist with representation at grievance and/or unemployment hearings, board/committee meetings, and Office of Navajo Labor Relations (ONLR) hearings at the direction of the HR Director.
  • Conducts recruitment effort for all exempt and nonexempt personnel, interns, students and temporary employees; conducts new hire orientation, monitors career pathing program and writes and places advertisements.
  • Explain benefits programs, enroll/terminate employee coverage under medical, dental, and vision plans, and provide coverage information to employees for enrollment, termination, and qualifying events.
  • Participates in administrative staff meetings and attends other meetings and seminars, as necessary.
  • Develops and maintains affirmative action programs; files EEO-1 report annually; and maintains other records, reports and logs to conform to EEO regulations at the direction of the HR Director.
  • Maintains UNHS organization charts and the employee directory.
  • Responsible for the implementation of all employee drug/alcohol testing; notification of test results.
  • Conducts pre-employment background screening and notification of results.
  • Maintains human resource information system and compiles reports from the database; manages the UNHS Health Source data base system.
  • Maintains compliance with federal, tribal, state and local employment and benefits laws and regulations.
  • Assist in evaluation of reports, decisions and results of department in relation to established goals. Recommends new approaches, policies and procedures to continually improve efficiency of the department, organization and services performed.
  • Other duties as assigned at the direction of the HR Director.
  • Assess the effectiveness of the administration of the compensation program; conducts a salary market survey every two years.
  • Document participating and review trends from employee exit interview surveys.
  • Document the annual employee turnover rate and track trends.
  • Document the number of drug/alcohol screening tests and results.
  • Document the annual EEO – 1 statistics.
  • Document the number of employee relation and/or workplace issues that are reported and investigated.
  • Document the number of requests and approvals of FMLA.
  • Requirements

  • A Bachelor’s degree from an accredited college or university with an emphasis in HR Management (Preferred)
  • Five years of practical work experience in the HR field or any similar combination of education and experience (Preferred).
  • SHRM Certified Professional or SHRM Senior Certified Professional (Preferred)
  • Must have current driver’s license and must meet vehicle insurability requirements.
  • Must obtain and maintain first aid & CPR certification.
  • Must receive annual flu vaccination.
  • Language Skills:
    Fluently read, write, and speak the English language.
  • Math Skills:
    General math skills required.
  • Reasoning Ability:
    Ability to reason and creatively problem solve.
  • Interpersonal Skills:
    Ability to interact with co-workers, managers, administration, and medical staff in a professional and courteous manner.
  • Computer Skills:
    General computer skills required, as well as knowledge and ability to use the Microsoft Software suite. Furthermore, the Employee must be able to learn new software applications, such as UNHS’s Next Gen software.
