Community Development System Consultant I

As a Community Development System Consultant I, you will lead customers through the configuration, implementation, training, and early adoption of Caselle's Community Development software. You serve as a primary point of contact during implementation, working closely with customers to understand their permitting, inspection, code enforcement, and citizen engagement processes and configure the software to support their needs.
You are responsible for configuring and training customers on both the Connect console application and the online Citizen Portal-covering contractors, properties, permit types, permit processing and issuance, inspections, code violations, enforcement actions, fines, and related community development workflows. This role requires a blend of software implementation expertise, customer training skills, and an understanding of municipal community development operations.
Implementation & Configuration
- Lead customers through the implementation, configuration, testing, training, and go-live of Caselle Community Development software according to project timelines
- Work with customers to understand existing community development processes and translate business requirements into effective system configurations
- Configure Community Development setup including contractors, properties, permit types, requirements, statuses, fees, inspections, and related system settings
- Configure permit processes from application through issuance-including required information, fees, approvals, inspections, and permit completion
Inspections & Code Enforcement
- Configure and train customers on permit inspection processes including inspection types, scheduling, inspector assignments, results, follow-ups, and completion requirements
- Configure and train customers on code enforcement processes including violations, cases, responsible parties, inspections, notices, compliance activities, fines, and case resolution
- Assist customers in establishing workflows for tracking violations, inspection results, compliance deadlines, re-inspections, and penalties
Citizen Portal & Training
- Configure and train customers on the Connect online Citizen Portal, enabling citizens and contractors to submit information, interact with permit processes, and access community development services
- Train customer administrators and end users on both the Connect console application and Citizen Portal functionality
- Guide customers through testing configured workflows and validate that system setup meets agreed-upon requirements prior to go-live
Collaboration & Documentation
- Collaborate with System/Technical Consultants, Product Owners, Support, and Implementation team members to ensure accurate setup, integrations, data conversion, and overall implementation success
- Develop, update, and maintain training materials, implementation documentation, configuration records, and customer-facing guides
- Document customer configuration decisions, training sessions, outstanding items, project progress, and implementation milestones
- Provide post-implementation assistance during the customer's transition period; ensure a seamless handoff to the long-term Support team
- Collect customer feedback on software functionality, usability, and training effectiveness and communicate to appropriate internal teams
What We're Looking For
Required
- 1–3 years of experience in software implementation, consulting, onboarding, or customer training
- Ability to learn complex software functionality quickly and explain system processes clearly to both technical and non-technical users
- Strong communication and presentation skills; comfortable training small and mid-size client audiences
- Ability to analyze customer business processes and translate them into software configurations and workflows
- Detail-oriented with strong organizational skills; able to manage multiple customer implementation projects simultaneously
- Strong troubleshooting and problem-solving skills with the ability to identify configuration, workflow, and data-related issues
- Comfortable working with both desktop/console software and customer-facing online applications and portals
- Bachelor's degree in Business, Public Administration, Information Systems, Communications, or related field (or 3+ years equivalent experience)
Preferred
- Knowledge of municipal community development processes including permitting, inspections, code enforcement, and related workflows
