Overview
The Utah Labor Commission is looking for a versatile computer analyst to join the development team. This role will blend backend and frontend application development, migration of legacy Power Builder applications to new web based technologies, as well as database work and existing application support with the main objective of supporting the Labor Commission staff and providing services to the public.
This position is currently a hybrid of both in-office and telework days (two days a week, in office required at the Heber M Wells Building, 160 E 300 S, Salt Lake City, UT 84111). Please note, a position's eligibility for telework is established by agency management and is subject to change at their discretion at any time and for any reason.
This job may be filled at either of the levels listed below. (Rate as listed or in accordance with DHRM Rules for current state employees.)
- IT Analyst II, $35.09- $59.63 per hour
- IT Analyst I, $27.49 - $46.75 per hour

- Design, develop, test, and maintain software applications using .NET, Java, and JavaScript. Build and optimize SQL queries, stored procedures, and database structures in SQL Server.
- Collaborate with Labor staff, networking, hosting, and security teams to gather requirements and document them to define project scope.
- Debug, troubleshoot, and resolve application issues.
- Participate in code reviews and contribute to best practices for coding, testing, and deployment.
- Maintain documentation for systems, processes, and code changes.
- Support existing applications and assist with enhancements or integrations.
- Strong programming experience in .NET (C#); proficiency in Java for application development and solid understanding of OO concepts.
- Good understanding of JavaScript and modern web development practices.
- Hands-on experience with SQL Server, including writing SQL queries.
- Familiarity with relational database design and optimization.
- Ability to work independently and collaboratively in a team environment.
- Strong analytical and problem-solving skills.
- Excellent communication and documentation abilities to work with peers and Labor Commission staff in a professional manner.
- Power Builder experience would be helpful but not required.
- Experience with frameworks such as ASP.NET, Spring, Spring Boot. Knowledge of RESTful APIs and microservices.
- Exposure to cloud platforms (Azure, AWS, or GCP).
- Understanding of version control systems (Git, Azure Dev Ops, etc.).
- Bachelor’s degree in Computer Science, Information Systems, or related field — or equivalent professional experience; 2–5 years of programming experience.
- Employment contingent on passing a drug screening and a background check.
- Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
- Typically, the employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc. Special physical demands are not required to perform the work.
