Project OverviewThe Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) safely destroyed 2,611 tons of mustard agent in mortar rounds and artillery projectiles stored at the U.S. Army Pueblo Chemical Depot (PCD) approximately 25 miles from Pueblo, Colorado. The PCAPP project has entered the demolition phase of the closure process.
Job SummaryYou will participate in container transport, storage area management, water management, and the managing and transportation of waste containers. You will assist in the manning of weigh scales, truck and trailer inspections, and the preparation of materials for shipment offsite for disposal. You will be required to create and manage waste documents for tracking and submission to data compliance and control.
This position will be a driving force in the demolition and environmental clearing of the PCAPP facility.
Bachelor's degree in an Environmental, Science, Engineering, or related field from an accredited university with 2-5 years of related experience. In lieu of a degree, 6-9 years of experience in waste management, startup, operations, or related field.
Responsibilities- Perform subcontract technical representative functions for waste disposal, recycling, and transportation contractors
- Review material requests for waste disposal considerations
- Perform and assist in operational self-assessments
- Perform inspections of waste management areas and activities
- Coordinate waste and material sampling activities
- Perform Waste Shipper functions when needed, coordinating transport activities, and organizing
- Performs a variety of staff support functions in support of the Operation groups
- Support the PCAPP safety culture by working safely, in accordance with procedures, and by enforcing a safe work environment
- Establish Satellite Accumulation Areas (SAA) or 90-days per plant request
- Perform daily or weekly RCRA inspections in accordance waste being stored
- Create, fill, and move waste containers in accordance with procedures
- Transport waste containers around PCAPP
- Use and operate various weigh scales including truck scales
- Perform other duties as requested by PCAPP management
- Familiarity with Resource Conservation and Recovery Act and Department of Transportation requirements, including inspection and labeling requirements
- Ability to successfully pass pre-employment and ongoing drug and alcohol testing
- Ability to successfully pass pre-employment physical and able to work safely at an operating waste treatment facility
- Ability to successfully complete required training classes including Hazardous Waste Operations and Emergency Response training
- Experience working with the Hazardous Materials Management System or similar material tracking system
- Experience working in a complex and highly regulated environment, such as a chemical plant, petrochemical refinery, nuclear plant, or a hazardous waste treatment, storage, or disposal facility
- Well-developed interpersonal and communications skills
- Must be able to obtain and maintain a Commerical Driver's License With Hazmat endorsement within 60 days of hire

This PCAPP position falls under the scope of the McNamara-O'Hara Service Contract Act of 1965 (SCA).
