Purpose of this PositionAs a member of the BITS/Health Information Technology (HIT) team, the position is responsible for analyzing and administering identity security access for MHH, OCFMH and FSD employees, students, and contractors. The position ensures that customer LAN, Google, BEHR and other internal web access and legacy system accounts are established accurately and timely, adhering to HIPAA privacy and OIT access protocols. The position participates in routine and ad‑hoc projects and meetings, collaborates with functional teams, and provides instruction to staff regarding account issues.
Additionally, the position configures and maintains hardware supporting the BEHR system and analyzes backend reports related to faxes, notifications, and HIPAA privacy.
Job Duties Identity Access Management (IAM) System
- Initiate and create user security access requests for the MHHs (CMHHIP & CMHHIFL), OCFMH and Forensic Services staff for LAN and Google account access based on user requirements, discipline and work location(s) upon hire or when profiles change.
- Respond to user inquiries or OIT Help Desk tickets, formulate resolution when issues cannot be solved immediately.
- Compile, organize and reconcile user information relating to agency license limits.
- Deactivate user access when employees or students leave service or transfer to other state agencies.
- Request additional Active Directory (AD) security group access for existing users; monitor ticket status and communicate completion.
- Collaborate with OIT Security Control Center for unusual requests or concerns.
- Provide instructions, guidance and procedural information to staff, supervisors and managers regarding access requirements and options.
- Assist staff to map individual network drives and use Active Directory network drives.
- Initiate BEHR user security access requests for MHH (CMHHIP & CMHHIFL) staff, Forensic Services staff and students based on user requirements, discipline, charting needs and work location(s).
- Ensure users appear in Active Directory; verify membership profiles, user roles, correct organizations.
- Respond to user inquiries or OIT Help Desk tickets; contact employees directly to resolve login or system problems.
- Compile, organize and reconcile user information relating to system license limits.
- Deactivate user access in BEHR “Build” or “Prod” systems when employees or students transfer or leave service.
- Troubleshoot password problems and resolve them.
- Organize and improve processes for implementing, tracking, managing, and testing hardware devices in support of BEHR.
- Maintain understanding of BEHR and related applications to provide assistance to end users.
- Respond to user inquiries or OIT Help Desk tickets; conduct initial troubleshooting and collect information.
- Configure and maintain peripheral devices: barcode scanners, label printers and 24/7 backup laptops located at CMHHIP and CMHHIFL.
- Collaborate with BITS/HIT team to monitor and troubleshoot errors listed on the RRD Report Queue app.
- Schedule meetings with staff when electronic HIPAA privacy incidents are reported; prepare summary reports.
- Conduct investigations of HIPAA violations using backend tools and functions within the EHR.
- Provide ad‑hoc or structured training on PHI and HIPAA policies and procedures.
- Attend management meetings to strategize on HIPAA privacy policies and prevention of disclosures.
Experience Only: Six (6) years of relevant experience in Data Entry, Data Analysis, Computer Science, CIS or Excel.
Education and Experience: A combination of related education and/or experience in Data Entry, Data Analysis, Computer Science, CIS, or Excel equal to the six (6) years.
