  • Develop, update, and maintain emergency management plans in compliance with local, state, and federal requirements, including mitigation, preparedness, response, and recovery plans.
  • Coordinate with public agencies, private partners, and volunteer organizations to support countywide emergency planning and preparedness initiatives.
  • Assist with Emergency Operations Center (EOC) activations and provide operational support during emergencies, disasters, and training exercises.
  • Support the development and facilitation of emergency management exercises and trainings; provide guidance and technical assistance to county departments and partner organizations.
  • Research best practices, regulations, and emerging trends in emergency management to enhance programs and planning efforts.
  • Recruit, train, and coordinate volunteer groups supporting Emergency Management and maintain related equipment and resources.
  • Conduct community outreach and public education through presentations, trainings, and community events.
  • Prepare reports, maintain documentation, and assist with grant administration related to emergency management programs.
  • Participate in a 24/7 on-call rotation and provide responsive customer service while supporting additional duties as assigned.
Education and Experience:

An equivalent combination of relevant training, education and experience:

  • Associate’s degree:
    • Preferred:
      • Emergency Management
      • Public Safety
  • Two (2) years of experience in emergency management planning and volunteer management in a local or regional government setting.
Special

Qualifications:
  • Must maintain a valid driver’s license.
  • Completion of Federal Emergency Management Agency Independent Study courses: IS100, 200, 700 and 800.
  • Must maintain the Federal Emergency Management Agency (FEMA) Professional Development Series certificate.
  • Within two (2) years of position assignment:
    • Must be able to obtain the FEMA Advanced Professional Series
  • Within four (4) years of position assignment:
    • Must be able to obtain and maintain the Florida Associate Emergency Manager (FAEM)
Who You Are
  • You have knowledge of emergency management principles, procedures, and applicable local, state, and federal regulations related to disaster preparedness and response.
  • You understand departmental policies, emergency plans, and standard operating procedures.
  • You are proficient in Microsoft Office applications, including Word, Excel, and PowerPoint, and comfortable using job-related software and office technology.
  • You have strong communication skills and can clearly convey information both verbally and in writing.
  • You are highly organized, able to prioritize tasks, manage multiple projects, and maintain accurate records and reports.
  • You remain calm, focused, and decisive in high-pressure or emergency situations.
  • You have strong customer service skills and can effectively assist internal and external partners through multiple forms of communication.
  • You can build and maintain positive working relationships with colleagues, partner agencies, service providers, and the public.
  • You are comfortable using standard office equipment and technology for data entry, documentation, and reporting.
  • You are able to operate a motor vehicle and work in the field when needed.

PHYSICAL DEMANDS

Stooping, walking, sitting, pulling, lifting, grasping, hearing, seeing up close, seeing far away, kneeling, reaching, pushing, talking, standing, finger movement, repetitive motions, depth perception. Occasional lifting up to 50 pounds.
