Duties
* You will independently plan, direct, and complete complex engineering and leadership assignments, applying advanced technical knowledge to improve existing systems, develop new capabilities, and resolve challenging program issues.
* You will manage the engineering workforce structure, oversee hiring and employee development activities, coordinate education and certification opportunities, and ensure staffing priorities support organizational goals and mission success.
* You will collaborate with engineers, scientists, information technology specialists, contractors, and customer representatives to coordinate technical initiatives, resolve critical issues, and represent programs at meetings and professional forums.
* You will oversee budgets for workforce training, recruitment, travel, and related activities, while strengthening partnerships with technical leaders and organizations to advance engineering programs and improve operational performance.
* You will establish performance expectations, evaluate employee contributions, provide coaching and corrective guidance, address workplace concerns, approve leave requests, and ensure staff members follow required safety practices and policies.
* You will develop briefings, presentations, and reports that communicate program plans, progress, accomplishments, and challenges, providing senior leaders with clear information to support technical decisions. Requirements Conditions of employment

* You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
* This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition
Functional Area
and category assigned to the position is required within established category time frames.
* This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
* Acquisition Workforce members must complete 80 hours of Continuous Learning Points every two (2) years, in accordanceI with DoDI 5000.66. Workforce members are encouraged to earn their CLPs by completing Defense Acquisition University Credentials.
* This is a Cyberspace Workforce position, work role code 751 Cyber Workforce Development and Manager, proficiency level Intermediate the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification. Qualifications Your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-13 grade level or NH-03 pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following:
- Mastery knowledge of and demonstrated experience in leading teams, to include coaching and mentoring.
- Ability to work on a diverse team engaged in Defense Acquisition program management activities.
- Ability to integrate and synchronize complex activities and ideas.
- The Engineering Competency Director/Engineering Competency Manager needs Mastery Knowledge of:
- Systems Engineering
- Specialty Engineering - MAGTF integration
- Knowledge of interoperability and integration issues to achieve an integrated capability
- Mastery knowledge of any of one or more of following functional areas:
- Communications, Intelligence, and Networking Systems
- Ground transportation and Engineering systems (i.e., Expeditionary Power, Motor Transportation) - Information Technology Systems and Infrastructure (i.e., Information Technology, Computing Platforms, Network Services, and Cybersecurity.) - Infantry Weapon Systems (i.e., Anti-Armor, infantry, Marine Expeditionary Rifle Squad, Recon, Optics) - Combat Equipment and Support Systems (i.e., Chemical Biological Radiological and Nuclear Defense, Infantry Combat/Equipment, Test
