Position Overview

Job Summary- The National Capital Region Section:
Provides timely, suitable, modern, safe and secure working environments/facilities and quality facility support services for HQ divisions in Washington, DC. - The Real Property Management Section:
Administers professional facilities management, including engineering and design research, construction and spatial modification solutions, maintenance and energy monitoring, and logistical services for tenants at the FBI Academy in Quantico, VA. - The Redstone Facilities Services Section:
Plans, constructs, occupies, facilities, and services across the FBI Redstone campus, Huntsville, AL. - The Field Operations Support Section:
Supports real estate and facility services for FBI field offices and international Legat locations, including fleet inventory and firearms range program.
- Must be a U.S. citizen.
- Must be able to obtain a Top Secret clearance.
- Some travel may be required.
Work is primarily sedentary in an office setting or on‑site construction trailer; frequent on‑site inspections require walking, bending, stooping, climbing, and lifting of heavy materials.
Work EnvironmentWork is performed in offices and on‑site construction trailers, exposing employees to inclement weather, unfinished construction materials, partially completed structural components, high‑voltage electrical vaults, and rotating mechanical equipment. Travel to headquarters, construction sites, and other locations is required for project meetings.
GS‑13 Duties- Design, layout, and construct complex mechanical systems (plumbing, HVAC, fuel storage, etc.) in FBI facilities.
- Review designs, plans, specifications, and analyses for technical accuracy, regulatory compliance, and FBI requirements; recommend design changes and ensure contractor drawings meet specifications.
- Perform heating/Cooling load calculations, heat transfer, pressure calculations, duct/pipe sizing, and related tasks to support HVAC design and equipment selection.
- Conduct field inspections of existing mechanical utilities and ongoing projects; provide recommendations to higher‑level mechanical engineers.
- Analyze existing equipment and systems for efficiency and recommend improvements, replacements, or repairs.
- Prepare or oversee technical reports on complex mechanical engineering matters for program planning.
- Provide engineering support to facilities systems, driving upgrade projects from concept to completion to ensure high quality and performance.
- Serve as senior technical authority for mechanical engineering in planning, design, construction, and alteration of FBI facilities; provide guidance on budgeting and operational aspects.
- Prepare designs for unique or complex facilities and oversee external mechanical design work; ensure compliance with industry standards and integration into overall projects.
- Provide technical expertise to consultants, shop personnel, and other engineers; serve on the A&E review board for difficult and controversial matters.
- Advise on design and construction matters involving FBI projects, contractors, other government agencies, and private lessors; guide on areas not covered in specifications.
- Prepare or oversee contract packages, conduct contract negotiations with contracting officers, and certify technical adequacy and compliance of contractor services.

- Strong analytical, engineering, mechanical, communication, and adaptability competencies as defined by the FBI.
