Position: GOVERNMENT INFORMATION SPECIALIST with Security Clearance
Duties
* Program Administrator and Subject Matter Expert AFOSI Information Release Program. As Information Release Program manager, incumbent manages the end-to-end processes for AFOSI Information Release. Provides strategic planning and technical guidance as well as seasoned consultative advisory services throughout HQ AFOSI, including other specialists in HQ AFOSI, on the effective use of program(s) to support goals and objectives.
* Conducts and/or leads studies and/or initiatives to improve program(s) and/or influence policy changes for assigned functional areas that typically involve highly complex, and often sensitive topics. Prepares and oversees preparation of instructions, manuals, and other materials designed to improve effectiveness of operations and programs.
* Provides advisory services to managers, supervisors, and employees on Information Release program(s). Communicates with heads of organizational elements to negotiate, decide on, schedule, and coordinate supporting services and resources provided through a matrix organization. Provides advice and guidance and/or renders decisions on specific problems.
* Information Release Training and Program

Specific Duties . Directly training all incoming release FOIA/PA and Agency Release specialist, tracking and report training progress to Supervisor, makes recommendations on promotions and step-increases based on performance. Evaluates work in progress, and spot checks work not requiring review as training progresses. Incumbent will amend or reject work reviewed not meeting established standards. * Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
* Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
* Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
* The incumbent may be required to work extended or other than normal duty hours to include evenings and weekends.
* Computer skills are required
* Must be able to obtain and maintain a Secret Security clearance.
* The incumbent must undergo an internal background investigation by AFOSI and must be approved for duty by the Commander of AFOSI or the Commander's designated representative(s). Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE:

Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12 , or equivalent in other pay systems. Examples of specialized experience include: applying a wide range of qualitative or quantitative methods to improve complex management processes and systems or program effectiveness; applying policies, concepts, and procedures to effectively administer Information Release Programs; applying organizational and industry concepts, laws, principles, practices, procedures, and standards for organization FOIA and PA programs;

develop, revise, and advise on programs to meet goals and objectives within available resources; conduct studies for the resolution of substantive organizational and program issues or complex problems; skill in communicating, both orally and in writing; provide seasoned consulting to operating managers and other specialists; professional knowledge of the FOIA and PA to include the computer matching and Privacy Protection Act of 1988, recent judicial decisions affecting the FOIA and PA policy of the organization, applying FOIA regulations;

ability to work efficiently and professionally with the FOIA/PA offices of other organizations; complex research and analysis to prepare in-depth reports on significant, high visibility inquires and appeals received under the FOIA and PA on a variety of complex information requests. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
