Position: PROGRAM MANAGEMENT SPECIALIST with Security Clearance
Duties
* The incumbent serves as principle SME responsible for the coordination and tracking of strategic and operations materials into AFOSI clandestine operations conducted in accordance with national and DoD intelligence strategies to defeat Foreign Intelligence Entities.
* The incumbent serves as primary advisor to AFOSI executive and senior management staff and provides expert direction and technical expertise on the implementation of strategic capabilities and materials utilization that can be efficiently executed through the use of AFOSI OFCO and clandestine CI operational capabilities.
* The incumbent serves as the materials SME for the agency, and conducts overseas national coordination of operational activities of field office operational proposals to enable them to successfully conduct clandestine operations that are futher enhanced by DoD and external USG materials.
* The incumbent assumes the role of agency lead for the completion of annual or recurring data calls by conducting the assessment, evaluation, review, and support of complex field-based operations utilizing sensitive materials. Requirements Conditions of employment

* Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
* Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
* May be required to travel by military and/or civilian aircraft in the performance of official duties.
* The incumbent must be able to obtain and maintain a Top-Secret security clearance based upon a Single Scope Background Investigations and be eligible for Sensitive Compartmented Information (SCI).
* As a condition of employment, the incumbent must be able to successfully complete a counterintelligence scope polygraph (CSP) examination, and is subject to periodic CPS examinations.
* The position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
* Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position, Miscellaneous Administration and Program Series, 0301.

SPECIALIZED

EXPERIENCE:

Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices governing counterintelligence programs and operations. Knowledge at an expert level of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, plus a thorough understanding of how regulatory programs are administered to measure compliance, assess effectiveness, identify deficiencies, analyze trends, and make recommendations for enhancements and improvements of counterintelligence programs and the resolution of problems.

Knowledge of policies, procedures, methods, and sensitive techniques of counterintelligence operations, including the internal methods related to the procurement, processing and implementation of sensitive materials. Knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative/protocol policies and procedures across a major military command or comparable organization to conduct studies, which are frequently ad hoc team efforts, to identify, consider, and recommend options for the resolution of substantive organizational and program issues or complex problems not susceptible to treatment by standard methods.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
