Job Description

The Naval Criminal Investigative Service (NCIS) is the Department of the Navy component responsible for criminal investigation, law enforcement, counter‑terrorism, counter‑intelligence, and cyber matters. This role supports the IT Technology Development division within the NCIS ITD organization in Quantico, VA.

• Manage all current and planned SQL Server databases that support customer COTS applications.
• Participate in the operations, maintenance, design, planning, and implementation of new databases, including security, access, backup, recovery, and documentation.
• Apply STIGs to SQL Server databases and understand impacts on related applications.
• Document and maintain standards, operating procedures, and security documentation.
• Monitor, maintain, troubleshoot, and tune database performance.
• Administer Microsoft SQL Server 2012–2019 and Microsoft SQL Reporting Services.
• Manage SQL Always‑On setups, Microsoft Failover Clustering, and day‑to‑day monitoring.
• Perform database and system performance monitoring and troubleshooting.
• Develop, document, and apply procedures for database backup and recovery.
• Execute scheduled and unscheduled database backups and recovery using SSMS or SQL CMD.
• Participate in database solution analysis and design, including access methods, batch processes, device allocation, validation checks, organization, protection, and security.
• Evaluate and install new software releases, patches, and system upgrades.
• Identify and troubleshoot system issues and develop backup and recovery procedures.
• Program in an administrative language (Power Shell, VBS, etc.) as needed.
• Perform ACAS and SCAP scans and remediation.
• Assist Tier 2 help desk with elevated system issues.
• Create and update user accounts and perform account management in Active Directory.
• Support Certification and Accreditation processes—run scans, resolve findings, and document solutions or justifications for exceptions.
• Document, implement, and maintain database security policies per DISA STIG requirements.
• Define and oversee database standards, controls, procedures, and documentation; create all documentation required for Release Management Framework (RMF).
• Administer SSIS and Power BI Reporting Server.
• Perform other SQL DBA duties as assigned.

• Active Top Secret clearance required; must be able to obtain TS/SCI clearance.
• 5+ years of experience administering Microsoft SQL Server databases (2012 or newer).
• Experience with Transparent Data Encryption (TDE) and Secure Sockets Layer (SSL) encryption in SQL Server.
• Experience administering SQL Server 2012–2019.
• CompTIA Security+ CE certification.
• Bachelor’s degree in a related field; additional experience may be considered in lieu of a degree.
