The Naval Criminal Investigative Service (NCIS) is an organization of approximately 2,200 personnel, of which 700 serve at HQ and the remaining staff serve at offices worldwide. NCIS is the Department of the Navy (DON) component with primary responsibility for criminal investigation, law enforcement (LE), counter‑terrorism (CT), counterintelligence (CI), and cyber matters.
The Information Technology Directorate (ITD) supports the NCIS core mission areas to investigate and defeat criminal, terrorist, and foreign intelligence threats by planning for and providing services through appropriate use of the people, equipment, technology, and infrastructure resources of the United States Navy and Marine Corps.
Key Responsibilities- Plan, manage, and execute IT projects.
- Communicate job expectations, plan, monitor, and appraise job results; coach, counsel, initiate, coordinate, and enforce systems, policies, and procedures.
- Create and maintain project deliverables including project charters, schedules, plans, dashboards, and requirements documents.
- Brief senior leadership on a regular basis on status of projects.
- Coordinate with various technical and business personnel and coordinate resources and timetables.
- Understand cybersecurity requirements related to the project.
- Recommend information technology strategies, policies, and procedures by evaluating organization outcomes, identifying problems, evaluating trends, and anticipating requirements.
- Provide technical, administrative, and operational management to assigned projects or tasks, including contract and subcontractor management.
- Maintain quality assurance of project deliverables.
- Provide recommendations to the PM for resource operations management and ensure compliance with all management policies, plans, and procedures.
- Manage and maintain personnel recall and database; maintain employee training certifications and resumes in the GDIT document repository.
- Coordinate hiring, reassignments, and terminations with HR Business Partners and recruiters as applicable.
- Perform other duties assigned by the Program Manager.
- Active TS/SCI security clearance (must currently possess and be able to obtain).
- 7+ years of IT project management experience leading both complex and small IT projects.
- Strong DoD subcontracting experience.
- Experience with contracting and subcontractor management.
- PMP certification (required); experience with ITIL and Service Now preferred.
- BS/BA degree.
- US citizenship required.
- Location:
Onsite at Quantico, VA (position availability contingent upon August 2026 timeframe).

Estimated salary range: $127,500 - $172,500 (subject to experience, geographic location, and contractual requirements).
