Job Description
- Oversee the planning, execution, and delivery of a contract that aligns with our overall business strategy.
- Center on optimizing the NCIS IT contract, driving strategic alignment, and ensuring successful contract outcomes.
- Develop and maintain a comprehensive IT contract roadmap that aligns with business objectives and priorities.
- Establish and maintain contract governance processes, including project intake, prioritization, and resource allocation.
- Regularly monitor and report on the overall performance of the IT contract, including budget, schedule, and risk.
- Utilize a standard IT Contract framework that aligns/crosswalks to resource sponsor authoritative data sources to provide insight into all IT in alignment with resources and mission objectives.
- Identify and manage dependencies, risks, and issues across the IT contract (across the NCIS enterprise).
- Proactively identify opportunities to optimize the IT contract and improve overall efficiency.
- Collaborate with business stakeholders to understand their needs and ensure IT projects support their strategic objectives and obtain required information to sustain compliance with Department of War (DoW) and Department of Navy (DON) policies, regulations and guidance.
- Work with IT leadership to define, document and implement IT strategy and roadmap.
- Evaluate new project proposals and assess their alignment with the overall IT strategy and contract objectives.
- Develop and manage the IT contract budget, ensuring responsible allocation of resources and effective cost control across the DoW Planning, Programming, Budget and Executing lifecycle.
- Track and report on project and program spending, ensuring adherence to budget and identifying potential cost overruns.
- Identify and assess potential risks to the IT contract and develop mitigation strategies.
- Monitor and report on the status of risks and elevate them as necessary.
- Ensure compliance with relevant regulations and quality standards.
- Effectively communicate contract status and progress to Contract Officer and Contract Officer Representative (COR).
- Facilitate communication and collaboration across project teams.
- Continuously identify and implement improvements to IT contract management processes and methodologies.
- Promote best practices in project management and contract governance.
- Provide guidance and support to project teams to ensure successful project delivery.
- This position requires the person(s) to be eligible and adjudicated to TS/SCI clearance level at contract start.
- Bachelor's degree in Computer Science, Information Technology, Business Administration, or a related field or at least eight (8) years of experience in IT contract management, project management, or a related field.
- Proven experience in managing large and complex IT contracts.
- Certifications (Preferred): PMP, PgMP, PfMP, ITIL.
- Strong understanding of IT strategy and its alignment with business objectives.
- Excellent financial management skills, including budgeting, forecasting, and cost control.
- Strong risk management skills, including risk identification, assessment, and mitigation.
- Excellent communication, interpersonal, and presentation skills.
- Strong analytical and problem-solving skills.
- Proficiency in project management methodologies (e.g., Agile, Waterfall, Scrum).
- Proficiency in contract management methodologies.
- Strong problem-solving and decision-making abilities.
- Ability to work effectively under pressure and handle complex projects.
- Strong knowledge of IT project management methodologies and tools.
- Proficiency in contract management tools.
- Prior experience with Department of War (DoW) or Department of Navy (DON) a plus.
- Specific Federal Law enforcement (LE) information domain knowledge or previous experience working in LE organizations a plus.
- This position requires the person(s) to be eligible and adjudicated to TS/SCI clearance level at contract start.
- Bachelor's degree in Computer Science, Information Technology, Business Administration, or a related field or at least eight (8) years of experience in IT contract management, project management, or a related field.
