Description

Spatial Front, Inc. (SFI)—a two‑time USA Today Top Workplaces awardee and Washington Post Top Workplaces honoree is seeking a Program Manager to lead enterprise IT support services for a federal customer in Quantico, VA. The Program Manager will serve as SFI’s primary contract lead and will be responsible for successful performance across a broad IT services environment that includes system maintenance, user support, cybersecurity, network operations, cloud operations, software implementation and development, service desk support, and end‑user assistance.

This is a high‑visibility enterprise IT operations role supporting a large, distributed mission environment. The Program Manager must be able to lead multidisciplinary technical teams, manage contract execution, maintain strong communication with government stakeholders, and ensure all program activities are delivered in accordance with contract, security, quality, and performance requirements.

Clearance Requirement: Active Top Secret clearance required.

Work Location: This position is 100% onsite in Quantico, VA. There is no remote or hybrid option for this role.

The Program Manager will be responsible for overall contract performance and day‑to‑day leadership of SFI’s support team.

Responsibilities
  • Lead overall contract execution, resource management, quality control, and program delivery.
  • Serve as SFI’s primary interface with the Contracting Officer, COR, customer leadership, and government stakeholders.
  • Maintain full authority to act for SFI on contract matters related to fulfillment of PWS tasks.
  • Ensure staffing, scheduling, scope management, budgeting, quality control, deliverable submission, monthly status reporting, project closeout, meeting facilitation, and trip reporting are performed effectively.
  • Develop, maintain, and execute the Program Management Plan, including status meeting schedules, kickoff meeting details, draft agendas, and meeting minutes.
  • Manage the staffing plan and ensure personnel assigned to PWS tasks are qualified, cleared, certified, and available to perform.
  • Ensure vacancies are filled with qualified personnel within the PWS‑required timeline.
  • Oversee performance across technical task areas, including Microsoft 365/DAF
    365, Appian, Atlassian, OnBase, cloud hosting, cybersecurity, RMF, circuit management, privacy/IT portfolio management, configuration/change management, network engineering, system management, and IT service management.
  • Support Agile and Waterfall project management activities, including Kanban boards, Scrum meetings, sprint planning, sprint reviews, demonstrations, and backlog reviews.
  • Prepare and review executive‑level briefings, technical reports, meeting minutes, memorandums, and monthly status reports.
  • Maintain continual communication with customer leadership to align contract execution with organizational priorities, policy changes, new technology, and emerging mission requirements.
  • Ensure service delivery aligns with applicable customer, DoD, Department‑level, and Intelligence Community policies, processes, and regulations.
Requirements
  • Active Top Secret clearance.
  • Bachelor’s degree in IT, Business Administration, Computer Science, Cybersecurity, or related field; equivalent professional experience may be considered.
  • At least 5 years of IT project/program management experience, including experience managing enterprise IT initiatives.
  • Experience managing federal or DoD IT support contracts.
  • Demonstrated experience applying both Agile and Waterfall methodologies.
  • Experience with Scrum, Kanban, sprint planning, backlog management, and project reporting.
  • Strong experience managing multidisciplinary technical teams, including infrastructure, cybersecurity, cloud, service desk, network, systems administration, and software support teams.
  • Ability to prepare executive‑level briefings, technical reports, meeting minutes, and official memorandums.
  • Strong customer relationship management skills with senior government stakeholders.
  • Experience managing staffing plans, surge support, vacancies, onboarding, retention, and subcontractor/team member coordination.
