Responsibilities & Qualifications
The Cybersecurity Lead ensures all NCIS IT systems comply with DoD cybersecurity requirements. This role protects sensitive law enforcement and national security data across multiple network enclaves (NIPRNET, SIPRNET, JWICS, SAP) and leads the RMF/ATO processes for mission‑critical systems.
Required Qualifications- Minimum of 7 years of direct cybersecurity experience
- Strong working knowledge of RMF, STIGs, vulnerability management, incident response, and cyber audit readiness. Experience using tools like ACAS, eMASS, HBSS, Nessus.
- Demonstrated experience supporting government agencies, customers, or contracts within federal environments. This includes the Intelligence Community (IC), Department of Defense (DoD), Federal Civil agencies, and military organizations. Prior experience supporting the same or similar contract, with an in‑depth understanding of the customer environment, requirements, and operational landscape, is highly desirable.
- Must meet DoD 8570 IAT Level II or higher (e.g., Security+ CE, CISSP, CASP+, or CISM).
- Bachelor’s degree in Cybersecurity, Information Assurance, Computer Science, or related technical field.

- Lead all cybersecurity, IA, and RMF‑related efforts under the contract.
- Ensure compliance with DoD 8570/8140, STIGs, eMASS, and ATO sustainment.
- Oversee vulnerability assessments, POA&Ms, and risk analysis documentation.
- Interface with NCIS ISSMs and DoD security stakeholders.
- Track and report on system hardening, patching, and incident response.
- Support audit readiness and participate in cyber inspections and reviews.
- Guide cybersecurity practices across all functional areas and enclaves.

On‑site (Full‑Time) - the Program Manager is expected to interface directly with Government leadership and oversee daily operations across NCIS ITD functional areas, most of which are headquartered at Quantico. - Amount of Travel :
Up to 10% annually. While primarily based at NCIS HQ in Quantico, occasional travel is necessary for program oversight across NCIS’s distributed operations.
