Capability Portfolio Executive
The incumbent serves as the Capability Portfolio Executive, National Industrial Security System Increment II (NI2) on behalf of the Department of War and other federal agencies. The incumbent provides technical oversight over the design, architecture, and integration of the Industrial Security (IS) modernization to applications for DCSA's system of record for Entity Vetting, Foreign Ownership, Control, or Influence (FOCI) risk management, and National Industrial Security Program (NISP) oversight.
The incumbent provides authoritative technical direction for agile, Dev Sec Ops -based software delivery through both government and contracted engineering teams to replace legacy platforms with a scalable, cloud-native, data-driven capability. The position carries executive technical responsibility for ensuring the modernization architecture satisfies statutory and policy mandates, most notably Section 847 of the FY2020 National Defense Authorization Act and 32 CFR Part 117 (the NISPOM rule), while ensuring the platform aligns seamlessly with DCSA's enterprise-wide, unified technology platform strategy under the DCSA Strategic Execution Plan.
Duties:
- Serve as the technical authority for the Industrial Security modernization program, defining the technical strategy, security architecture, and functional roadmaps in close coordination with the Industrial Security Directorate.
- Ensure technology directly enables operational mission priorities across its development modules: FOCI risk-assessment capability, the NISP Contract Classification System, and the modernization of legacy NISS.
- Provide technical direction for agile/Dev Sec Ops software delivery in partnership with digital modernization engineering contractors, advising on sprint/release priorities, technical debt reduction, and continuous deployment capabilities consistent with the DoW CIO's Fulcrum IT strategy.
- Establish baseline engineering metrics, continuous authority-to-operate (cATO) pathways, and cloud-native, zero-trust architecture standards to be executed by program managers.
- Architect the technological framework and data models required to implement Section 847 of the FY2020 NDAA.
- Ensure National Industrial Security System, Increment II, systems are engineered to automate foreign-ownership and beneficial-ownership disclosure intake, risk scoring, and continuous FOCI monitoring, strictly aligning technical capabilities with DoW Instruction 5205.87 and 32 CFR Part 117.
- Serve as the executive subject matter expert on FOCI-related data engineering, coordinating with DCSA Industrial Security, Counterintelligence, and NISP stakeholders to translate complex policy into deployable technology.
- Serve as the authoritative voice ensuring the industrial security modernization portfolio is architected consistent with the DCSA Strategic Execution Plan-driving a shared data architecture, a common secure cloud environment, and interoperability with National Background Investigation Services (NBIS) and other mission systems.
- Partner with the DCSA Chief Information Officer and Chief Data and Artificial Intelligence Officer to embed IS applications into agency-wide data pipelines, cybersecurity standards, and platform governance frameworks.
