JOB GOAL:

The Assistant Superintendent of Teaching and Learning provides executive leadership for curriculum, instruction, assessment, and professional learning to ensure high levels of teaching and learning for all students, aligning with the QCUSD Strategic Plan. This role oversees the development, implementation, and continuous improvement of coherent PK-12 instructional systems that are standards-aligned and data-informed. In collaboration with district and site leadership, the Assistant Superintendent builds organizational capacity to improve instructional quality, strengthen educator effectiveness, and increase student achievement across all content areas

QUALIFICATIONS:

  • Valid Arizona Teaching Certificate required
  • Master's degree in Educational Leadership, Curriculum and Instruction, or a related field (Doctorate preferred)
  • Knowledge of research-based mathematics instruction, intervention, and assessment practices
  • Minimum of five (5) years of successful instructional leadership experience at the site or district level
  • Demonstrated expertise in curriculum development, instructional leadership, assessment systems, and professional learning
  • Proven ability to lead district wide instructional initiatives and manage complex systems
  • Strong data analysis skills with the ability to use student achievement data to inform decision-making
  • Excellent interpersonal, communication, and leadership skills
  • Must pass a background clearance.
  • Must obtain an Arizona IVP Level One Fingerprint Clearance Card

TERM OF EMPLOYMENT: 261 Days; 12 Months

COMPENSATION: Per QCUSD salary schedule for applicable position

HOURS: 40 hours per week and may require longer hours - Monday-Friday

CLASSIFICATION: Exempt

PERFORMANCE RESPONSIBILITIES:

  • Supports and advances the QCUSD Strategic Plan by providing executive leadership for teaching and learning systems across PK-12 schools.
  • Provides strategic oversight of curriculum, instruction, assessment, and professional learning to ensure coherence, alignment, and effectiveness.
  • Leads the development, implementation, and evaluation of district-adopted curriculum and instructional frameworks across content areas.
  • Provides district wide leadership for mathematics instruction as a core academic priority, ensuring alignment to state standards, district curriculum, and research-based instructional practices.
  • Oversees the implementation and continuous improvement of PK-12 mathematics curriculum, instruction, and assessment systems, including intervention and enrichment structures.
  • Monitors and supports the implementation of Professional Learning Community (PLC) processes to ensure consistent use of collaborative planning, data analysis, and instructional response across schools.
  • Establishes clear expectations and accountability for PLC and mastery learning structures, including common formative assessments, analysis of student work, and targeted reteaching and enrichment.
  • Leads the implementation of mastery learning models that ensure students demonstrate proficiency prior to advancement, supported by aligned assessments, pacing, reteach/enrich, and instructional resources.
  • Oversees district wide professional learning systems to strengthen educator content knowledge, instructional practice, and assessment literacy.
  • Supervises and evaluates directors, coordinators, and other instructional leaders within the Educational Services department.
  • Collaborates with district leaders to strengthen instructional leadership and support high-quality teaching and learning at the school level.
  • Uses student achievement data, instructional data, and stakeholder feedback to guide strategic planning and continuous improvement efforts.
  • Ensures instructional systems promote equity, access, and culturally responsive practices for all students.
  • Aligns teaching and learning initiatives with MTSS, special education, English learner services, and student support systems.
  • Communicates clearly and effectively with stakeholders regarding instructional priorities, expectations, and outcomes.
  • Supports continuous improvement efforts that lead to measurable gains in student achievement and instructional effectiveness.
  • Leads the development, implementation, and monitoring of district wide instructional goals and key performance indicators (KPIs) to measure progress and impact.
  • Provides oversight and guidance for instructional policy development and implementation, ensuring compliance with state, federal, and board requirements.
  • Prepares and presents instructional reports, data analyses, and recommendations to the Superintendent and Governing Board as requested.
  • Aligns instructional priorities with district budgeting, staffing, and resource decisions to maximize impact on student achievement.
