The Town of Queen Creek is seeking an experienced environmental compliance professional to join our Utilities team as a Water Quality Compliance Specialist. The position focuses on supporting the Town’s water quality sampling, testing, and compliance operations, and will transition to broader program coordination and process improvement responsibilities as operational priorities stabilize.
Initial Responsibilities- Coordinate and conduct water and wastewater sampling, testing, and documentation in accordance with Federal, State, and local requirements.
- Support compliance monitoring through data collection, analysis, record reconciliation, and reporting.
- Conduct backflow inspections, testing coordination, and compliance verification.
- Perform field investigations and resolve outstanding compliance issues.
- Update, reconcile, and validate program data to ensure accuracy and regulatory readiness.
- Coordinate with customers, contractors, laboratories, and internal staff to address deficiencies and support compliance objectives.
This specialist-level, non‑supervisory role requires considerable knowledge of water quality compliance programs, regulatory requirements, sampling and testing operations, and technical field operations. The incumbent operates independently, may serve as a technical lead or subject matter expert, and supports program development, process improvement, regulatory reporting, and operational compliance initiatives.
Typical Duties- Plan, coordinate, and execute water and wastewater sampling and testing programs; ensure quality assurance, data integrity, and regulatory compliance.
- Lead and administer components of the water and wastewater quality compliance programs, including cross‑connection control and backflow prevention.
- Analyze complex technical and regulatory data; identify trends, compliance risks, and operational gaps; develop and implement recommendations for program improvements.
- Monitor regulatory changes; evaluate impacts; lead implementation of procedural and programmatic updates.
- Interpret, apply, and enforce the Town Cross Connection Code and related ordinances, regulations, and guidelines; provide guidance to staff, contractors, and the public.
- Conduct sampling and inspections of water, wastewater, and backflow systems; evaluate compliance and determine corrective actions.
- Maintain program databases and compliance software systems; ensure accuracy, completeness, and reporting readiness.
- Research and resolve complex inquiries, complaints, and compliance issues; liaise with regulatory agencies and the public.
- Prepare, review, and submit technical reports, regulatory documentation, and compliance summaries to oversight agencies.
- Collaborate with internal departments, external agencies, consultants, and contractors to support program initiatives.
- Lead projects, meetings, and initiatives; prepare and deliver presentations to stakeholders.
- Assist in developing and refining policies, procedures, and program strategies to enhance operational effectiveness.
- Serve as a technical resource and subject matter expert; provide guidance and training to staff and stakeholders.
- Perform related work as assigned.
- Education: Associate’s degree from an accredited college with coursework in Chemistry, Microbiology, Environmental Sciences, or a related field.
- Experience: Four (4) years in the environmental field that includes water or wastewater quality and compliance programs, or an equivalent combination of education and experience.
- Licensing/Certification: Valid Class D Arizona Driver’s License;
