Working Hours:

8:00am – 5:00pm (ET), Monday through Friday, may require some nights or weekends. Occasional overnight travel is required. Maximum allowable hours in a year: 1,920.

Minimum Qualifications:

A high school diploma and eight years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, or administrative work. A bachelor’s degree can substitute for four of the eight years’ experience.

Description of Duties

The FWC’s Northwest Region’s Wildlife and Habitat Management Section is seeking an OPS administrative assistant to provide clerical and administrative support to staff and regional programs. The successful candidate will function as a subject matter expert on business matters affecting the Commission’s Northwest Region Wildlife Management Area (WMA) system and support WHM staff managing wildlife, habitat, and public use on these WMAs.

This position offers secretarial support and assistance through participation as a member of the regional administrative team and answers questions from callers and office visitors regarding the Commission, its programs, or fish and wildlife conservation.

Other activities in support of regional programs include:

  • Entering monthly reports into appropriate databases;
  • Organizing, maintaining, and updating electronic files of all project‑related activities and personnel records;
  • Assisting with hiring and recruitment including advertisements, arranging interviews, and completing hiring documents;
  • Tracking and accounting of regional property;
  • Maintaining regional SharePoint sites;
  • Providing routine office management support including maintaining stocks of office supplies and photocopying;
  • Facilitating meeting or travel arrangements;
  • Assisting with procurement of commodities and services;
  • Serving as liaison with field offices and personnel on administrative and clerical procedures.

Purchasing:
The candidate serves as a Contract Manager in the procurement of goods and services for WHM in the Northwest Region. Duties include serving as a p‑card advocate to aid regional WMA staff with p‑card transactions, serving as a “Super Buyer” for state purchasing card transactions up to $10,000 per transaction, and advising staff on state purchasing procedures, best practices, and legal requirements.

The role also assists staff with questions regarding established policies and procedures to ensure compliance and consistency; processes or submits invoices, requisitions, purchasing card charges, and other administrative paperwork.

Budget:
The candidate assists the Regional Wildlife Biologist with budget monitoring throughout the fiscal year, including creating regular budget reports in Excel with data queries of expenditures, encumbrances, and allotment balances. They also assist with fiscal year‑end encumbrance monitoring, reconciliation, and certified/carry‑forward balances and coordinate with Finance and Budget Office staff on securing fund releases and related matters.

Other Duties:
The candidate assists the Regional Wildlife Biologist with other duties as requested, attends regional and divisional meetings, various training courses, and occasionally travels to WMAs in the region to provide support for conducting pre‑bid meetings and monitoring vendor performance.

Knowledge, Skills, and Abilities
  • Knowledge and understanding of management principles and practices, business functional areas such as accounting and budgeting, state purchasing laws and rules, and state purchasing processes.
  • Preference will be given for effective knowledge of the State’s purchasing/procurement platforms.
  • Ability to understand and apply applicable statutory rules, regulations, policies, and procedures relating to purchasing and budgeting.
  • Ability to work independently and solve problems and make sound decisions.
  • Ability to determine work priorities and ensure timely completion of work assignments.
