Position OverviewThe Executive Office of Health and Human Services (EOHHS) is seeking a highly organized, detail-oriented, and collaborative Project Funding Manager (PFM) to support Mass Health Data & Analytics (D&A) technology initiatives within the Enterprise Data Management & Engineering (EDME) department.
This role is responsible for helping Mass Health secure, manage, and retain federal funding for major data and technology investments.
The PFM will ensure that the documentation is developed and maintained, required processes are followed, budgets and forecasts are tracked, vendor contracts are aligned to approved funding, and submissions to the Centers for Medicare & Medicaid Services (CMS) are accurate, timely, and complete.
A core part of this work involves Advanced Planning Documents (APDs), which are formal planning and funding documents used to request and maintain CMS approval for Medicaid technology projects. Prior APD experience is helpful but not required. Candidates with strong experience managing project budgets, grants, large vendor contracts, federal or state funding submissions, compliance documentation, or complex cross-functional processes are encouraged to apply.
The PFM will work closely with Mass Health program leadership, D&A leadership, IT, finance, the Office of Federal Finance and Revenue (OFFR), procurement, legal, vendors, and CMS‑related stakeholders.
The position requires the ability to translate complex project, contract, and budget information into clear funding narratives, status materials, and decision documents.
EOHHS is the Commonwealth of Massachusetts agency responsible for administering the Medicaid and Children’s Health Insurance Program, collectively known as Mass Health.
Mass Health offers health coverage services to eligible members, including families, individuals with disabilities, children, long‑term unemployed adults, and seniors, through programs including fee‑for‑service and managed care.
Reporting and Team StructureReporting to the PMO Lead, the Mass Health Data & Analytics Project Funding Manager will be part of the Project Management Office (PMO) within the EDME department of Mass Health D&A. The role will work with and take direction from D&A leadership and will coordinate across multiple teams to support funding documentation, APD development and updates, budget tracking and forecasting, vendor contract & invoice management, and project reporting.

The ideal candidate does not need to be an APD expert on day one. This role is well suited for someone who can manage complex funding and contract processes, build structure where information is distributed across teams, maintain accurate documentation, and communicate clearly with technical, financial, legal, procurement, vendor, and leadership stakeholders.
Primary Duties And Responsibilities- Lead a coordinate the development, update, maintenance, and submission of APDs, APD Updates, operational updates, CMS submittal letters, funding tables, and supporting narratives.
- Help translate project plans, milestones, risks, contract activities, outcomes, and budgets into clear documentation that supports CMS funding approval and ongoing compliance.
- Maintain a calendar of monthly, quarterly, annual and as‑needed funding submissions, decision points, contract approvals, and reporting deadlines to help avoid gaps in CMS‑approved Federal Financial Participation (FFP).
