Project Funding Manager Job Overview

We are seeking a highly organized, detail-oriented, and collaborative Project Funding Manager to support major data, analytics, and technology initiatives within a public-sector environment. This role will help manage funding documentation, budgets, forecasts, vendor contracts, compliance requirements, and formal federal funding submissions. Candidates should bring at least five years of relevant experience in project or program management, grants, public funding, contract administration, or project finance;

direct experience with Advanced Planning Documents (APDs) is beneficial but not required.

Must Haves
  • 5+ years of experience in project management, program management, grants management, public funding administration, contract management, project finance, or a related discipline.
  • Experience managing or supporting project budgets, forecasts, financial tracking, resource allocations, grants, funding documentation, or contract-related financial materials.
  • Proven ability to coordinate complex work across technology, finance, procurement, legal, business, vendor, and leadership stakeholders.
  • Strong writing and documentation skills, including the ability to synthesize technical, financial, contractual, and program information into clear narratives and executive materials.
  • Strong organizational, analytical, project management, stakeholder coordination, and communication skills.
  • Experience with vendor management, contract administration, procurement activities, RFPs, Statements of Work, amendments, deliverables, or similar processes.
  • Ability to manage multiple deadlines, maintain detailed tracking tools, follow established processes, and keep documentation accurate and audit-ready.
  • Strong attention to detail and ability to work effectively in a matrixed, cross-functional environment.
What the Client Needs You to Do

The Project Funding Manager will bring structure and oversight to complex funding and contract activities supporting large-scale technology initiatives. The role will coordinate information across technical, financial, procurement, legal, vendor, and leadership teams to ensure funding documentation, budgets, contracts, and reporting remain accurate and aligned with approved project requirements. The successful candidate will be comfortable translating complex project and financial information into clear funding narratives, status reports, decision materials, and compliance documentation.

Key Responsibilities
  • Lead the development, maintenance, updating, and submission of formal funding documents, operational updates, submission correspondence, financial tables, and supporting narratives.
  • Translate project plans, milestones, risks, contract activities, outcomes, and budgets into documentation supporting funding approvals and ongoing compliance.
  • Maintain calendars covering recurring and ad hoc funding submissions, contract approvals, reporting requirements, and critical decision points.
  • Review workforce timekeeping and coding reports and collaborate with managers to resolve discrepancies and maintain compliance.
  • Coordinate with technology teams, architects, business owners, finance, procurement, legal, vendors, and leadership to collect and validate project information.
  • Maintain financial tracking for funding shares, budgets, cost allocations, forecasts, commitments, expenditures, contract values, and amendments.
  • Support budget planning and forecasting by consolidating stakeholder inputs, identifying variances, and preparing funding status updates.
  • Review and support RFPs, contracts, amendments, interagency agreements, and vendor Statements of Work to ensure alignment with approved scope, budgets, and funding requirements.
  • Track vendor contract periods, spending limits, deliverables, amendments, approval status, and alignment with project milestones.
  • Coordinate responses to federal funding authority questions, clarification requests, approval conditions, and follow-up items.
  • Monitor applicable federal policies, technology program guidance, funding requirements, and internal processes affecting approvals and reporting.
  • Prepare executive briefings, funding reports, risk summaries, contract updates, budget materials, and decision documents.
  • Maintain templates, standard operating procedures, document repositories, version control, and quality assurance practices supporting consistent and auditable documentation.
  • Facilitate cross-functional meetings and work sessions, capture action items, resolve open questions, and ensure project and funding information remains current.
  • Support project management activities including project plans, milestone tracking, stakeholder communications, presentations, solution documentation, and funding materials.
