Deputy Director of Pharmacy Technology and Informatics

Mass Health is seeking qualified applicants for the position of Deputy Director of Pharmacy Technology and Informatics. Under the general direction of the Director of Pharmacy Technology and Informatics, the Deputy Director helps oversee the Mass Health Pharmacy Online Processing System (POPS), its IT vendor, and all associated business analysts. The role assists with strategic and tactical planning, reporting functions, external audits, enhancement and release management, and supports operational activities within the system.

POPS is a point‑of‑sale claim adjudication system for the Mass Health Fee‑For‑Service pharmacy claims and handles invoicing of drug manufacturer rebates quarterly. The Deputy Director manages timely and accurate submission of claim and rebate processing, leads technology and informatics projects, initiatives, and related inter‑ and intra‑departmental pharmacy data‑related projects, ensuring business processes run efficiently throughout the system.

• Provide staff leadership, supervision, capacity planning, and professional development.
• Direct software development, testing, release management, and project delivery: oversee the software development lifecycle, testing, deployment, technical documentation, change orders, project scope, objectives, stakeholder engagement, and technical feasibility reviews.
• Oversee POPS operations, maintenance, support, and system performance: manage POPS design, implementation, maintenance, support, claims adjudication, manufacturer rebate processing, issue resolution, and SEV 1/SEV 2 incident response activities, including weekend coverage as needed.
• Develop and implement IT policies, standards, protocols, and process improvements: create governance practices, operational consistency, transparency, innovation, and continuous improvement for pharmacy technology and informatics functions.
• Lead pharmacy technology and informatics strategy: manage strategic planning, roadmap alignment, reporting, and provide subject‑matter expertise to support Mass Health Pharmacy Program goals.
• Manage vendor performance, contracts, procurements, and compliance: track and report vendor compliance, monitor SLAs and contractual requirements, coordinate procurements, APDs, requirement drafting, contract negotiations, and vendor/stakeholder coordination.

• Applicants must have at least six (6) years of full‑time or equivalent part‑time professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management; at least two (2) of those years must have been in a project management, supervisory or managerial capacity.

  • A certificate in a relevant or related field may substitute for one (1) year of the required experience.
  • A Bachelor's degree in a related field may substitute for two (2) years of the required experience.
  • A Graduate degree in a related field may substitute for three (3) years of the required experience.
  • A Doctorate degree in a related field may substitute for four (4) years of the required experience.
