The Highway Department is seeking a Crew Foreman to provide hands‑on leadership of work crews while performing a wide range of highway maintenance, equipment operation, and snow and ice functions. This position requires experience in public works or construction, the ability to safely operate heavy equipment, and possession of a valid Class B CDL and 2B Hoisting License. The successful candidate will play a key role in maintaining roads, drainage systems, municipal facilities, and public safety infrastructure while working outdoors in all weather conditions.

HIGHWAY Crew Foreman DEFINITION

Position provides supervision of work crews and performs skilled labor and equipment operation functions for the Highway Department.

ESSENTIAL FUNCTIONS
  • Supervises work crews, often performing the same duties;
  • Ensures safety procedures are followed by crew;
  • Coordinates the materials and equipment for projects;
  • Operates a variety of vehicles and equipment as required to perform required functions for the Highway Department, including street sweeper, lawn mower, backhoe, excavator, loader, grader, grinder, snow plow, and others;
  • Picks up litter along roadways, mows lawn, trims trees, and ensures cleanliness and maintenance of town streets;
  • Patches streets, sidewalks, and cleans drainage lines;
  • Installs or repairs pipes for drainage, installs catch basins, removes stumps and rocks;
  • Repairs bridges, fences, and guardrails;
  • Loads bulk materials on trucks, such as salt, sand, or other materials as needed for construction projects;
  • Grades dirt roadways as maintenance procedure, grades roadways in preparation for re-paving;
  • Cuts brush along roadways to keep overgrowth from inhibiting visibility, cuts, and maintains brush at town owned facilities and parks; feeds material into grinder or chipper for disposal;
  • May be required to supervise the work of employees assigned to a work crew;
  • Ensures that all safety precautions are followed while performing work;
  • Performs a CDL circle check; lubricates, adds oil, inflates tires and otherwise services equipment to ensure proper operation; reports any malfunctions to supervisor, and may assist in making minor repairs and maintenance;
  • Prepares for and responds to seasonal challenges including snow removal, snow and storm water, flooded areas, trees down, construction projects, and repair and maintenance of equipment and machinery;
  • Participates in all snow and ice removal operations and other emergencies;
  • Performs a variety of related duties.
SUPERVISION RECEIVED

Under supervision of the General Foreman. The employee is familiar with the work routine and uses initiative in carrying out recurring assignments independently. The supervisor provides additional, specific instruction for new, difficult or unusual assignments, including suggested work methods. The employee refers unusual situations to the supervisor for advice and further instructions.

SUPERVISION EXERCISED

The Working Foreman leads other workers in accomplishing assigned work and also performs non‑supervisory work that is usually of the same kind and levels as is done by the group led. The incumbent provides on‑the‑job training to new employees; reports to the supervisor on disciplinary problems, performance and training needs of employees.

ACCOUNTABILITY

The nature of work means errors are usually discovered in succeeding operations. Consequences of errors or poor judgment may include time loss and slowdowns in the work.

JUDGMENT

The work involves numerous standardized practices, methods, procedures, or instructions that govern the work and in some cases may require additional interpretation. Judgment is needed to locate, select and apply the most appropriate methods of conducting the work.
