The Employment Counselor – Veteran Representative provides intensive services and facilitates placements to meet the employment and training needs of veterans – prioritizing service to special disabled veterans, other disabled veterans, and other categories of veterans, in accordance with priorities determined by the Secretary of Labor. The counselor reviews and analyzes Career Center veteran information through records, tests, interviews, and observations;

advises clients on creating employment plans and developing job‑search techniques; conducts counseling interviews; responds to inquiries regarding eligibility for or benefits of Career Center programs; acts as a liaison to associated public and private service organizations; and compiles educational and other information as needed.

Responsibilities

Review and analyze Career Center veteran information obtained through interviews, records, tests, and observation to determine employment and training interests, vocational aptitudes and abilities, barriers to employment, and eligibility for agency services and programs, and to make appropriate recommendations.

Compile occupational, educational, and other pertinent information to assist Career Center veterans in determining vocational and educational interests and goals.

Conduct counseling interviews with veterans, prioritizing service to special disabled veterans, other disabled veterans, and other categories of veterans in accordance with priorities determined by the Secretary of Labor; assess barriers, guide and motivate clients, and assist in achieving occupational and training goals based on their needs and the services available.

Advise veterans on job‑search techniques, transitioning skills from the military to the civilian sector, dealing with barriers to employment, and preparing for training and employment opportunities.

Answer inquiries from veterans and other parties concerning agency programs and services, including eligibility requirements and enrollment procedures, and assist veterans in preparing agency forms.

Serve as liaison to private and other public organizations to promote Career Center programs and services, exchange information, and develop shared resources.

Consult and coordinate with representatives of federal, state, and local programs to develop linkages that promote opportunities and provide maximum employment assistance to veterans.

Work with Career Center staff to develop and promote apprenticeship and other on‑the‑job training positions for veterans.

Develop employment and training opportunities for veterans through contacts with employers; provide assistance to community‑based groups, organizations, and grantees under federally funded employment and training programs, including Title IV‑C of the Job Training Partnership Act.

Assist other Career Center staff responsible for veterans in carrying out their responsibilities.

Conduct outreach activities to locate candidates who could benefit from intensive services and market these services to potential clients in VR&E, HVRP, homeless shelters, VA hospitals and Vet Centers, civic and service organizations, partners through WIA, and state vocational rehabilitation agencies.

Refer veterans to appropriate training and employment opportunities; follow up on referrals; update client information and input data via electronic information systems.

Administer and interpret various Career Center tests.

Develop and conduct veteran‑specific job‑search workshops.
