Job Description

POSITION

PURPOSE:

The purpose of this position is to efficiently operate and maintain conventional filtration, membrane, and generator plants, pump station, remote pump stations, and manage all water storage levels, to produce and deliver high quality drinking water.

Essential Duties

ESSENTIAL DUTIES:

* Monitors and controls water plant production, delivery and storage using monitors, sensors, and the computer supervisory control and data acquisition network. (SCADA)

* Generates daily, monthly, and yearly records of all operation data, plumage, filter plant and chemical data, including mathematical computations, as required.

* Abides with treatment methods prescribed by State and Federal regulations, as well as Utility standard operating procedures. (SOP)

* Collects routine water samples and performs laboratory tests to determine water quality and effectiveness of treatment processes.

* Makes pumping decisions to ensure proper amount of water pumped into the plant for treatment and for delivery to meet customer demand using the most energy-efficient means.

* Checks and fills all treatment chemical storage containers, and makes chemical dosage decisions to ensure proper treatment of water; also verifies chemical delivery manifests and unloads treatment plant chemical shipments.

* Monitors the membrane plant regularly and makes any adjustments needed to continue operation, and cleans the membrane trains as scheduled, or as conditions require.

* Answers all incoming telephone calls on 2nd and 3rd shifts, holidays and weekends, or when the clerk/dispatcher is unavailable; dispatches plant and distribution system emergency stand-by personnel, as required, noting all emergency calls on proper forms, and directs customer complaints to appropriate departments.

* Checks plant boiler systems for proper operation and water levels.

* Performs daily security procedures for Utility Hubbard Street facilities.

* Operates generator plant during emergency events and non-emergency testing.

* Works cooperatively with other departments and staff to respond appropriately to emergency situations, and water treatment and pumping problems.

* Performs custodial duties on equipment and buildings.

* Adheres to all safety procedures as defined by the Utility work and safety rules.

Qualifications

MINIMUM REQUIREMENTS

* Associate degree related to water treatment or electro-mechanical technology, natural sciences, environmental science, or related degree; or combination of training and 2 years of municipal water plant or distribution system work experience, or equivalent experience that provides equivalent knowledge, skills and abilities.

* Wisconsin DNR Waterworks Operator Surface Water license certification is required within 6 months of hire.

* City of Racine Facilities Engineer license is required within 1 year of hire.

* Proficiency with computer applications is required; including desired knowledge of programmable logic controllers.

* Valid state-issued driver's license is required

PREFFER QUAILIFICATIONS

* Wet laboratory skill and knowledge is preferred.

KNOWLEDGE,

SKILLS AND ABILITIES

* Strong mechanical skills, including a working knowledge of electro-mechanical functions, principles and techniques.

* Ability and willingness to work a rotating shift schedule, including weekends and holidays.

* Ability to analyze and categorize data and information in order to determine the relationship of the data with reference to established criteria/standards. Ability to compare, count, differentiate, classify, compute, tabulate, measure and/or sort data, as well as assemble, copy and record and transcribe data and information.

* Ability to utilize, interpret, and apply a variety of advisory data and information such as blueprints, line diagrams, meters, gauges, procedure manuals, charts, and graphs.

* Ability to communicate orally and in writing with varied and diverse contacts, such as Utility personnel, general public customers, contractors, and regulatory personnel; also effectively correlate customer complaints and disseminate Utility information.
