Role Description

This is a full-time, on-site Senior Project Manager role located in Racine, WI. Community Infrastructure Partners (CIP) is launching a multi-year water infrastructure improvement program in partnership with the City of Racine. CIP is overseeing the program aimed at modernizing aging assets, enhancing service reliability, and ensuring long‑term regulatory compliance. This initiative includes lead service line and water main replacements, and coordination with state and federal funding sources.

We are seeking a seasoned Project Manager to lead the planning, execution, and oversight of this transformative infrastructure program. The ideal candidate will bring deep experience in utility operations or construction management, a strategic mindset, and a commitment to transparency and procedural rigor.

Key Responsibilities
  • Lead day‑to‑day construction management team for large‑scale infrastructure projects from mobilization to handover.
  • Develop, implement, and manage construction execution plans, schedules, and methods.
  • Monitor project progress, identify risks, and implement mitigation strategies.
  • Coordinate with engineering, design, procurement, and permitting teams to ensure design intent is met.
  • Oversee contractors, subcontractors, and consultants; ensure adherence to contract requirements.
  • Lead meetings, progress reviews, and contractor evaluations.
  • Review and negotiate change orders, claims, and contract variations.
  • Approve and validate project invoices, payment applications, and cost adjustments.
Quality, Safety & Compliance
  • Ensure all work complies with project specifications, drawings, codes, and regulatory standards.
  • Maintain and enforce high safety performance and environmental stewardship.
  • Conduct site inspections, audits, and quality control reviews.
  • Manage commissioning, testing, and turnover documentation.
Budgeting & Reporting
  • Manage construction budgets, cost forecasting, and financial reporting.
  • Track KPIs, schedule performance, and productivity metrics.
  • Report progress to senior leadership and stakeholders with accurate status updates.
Stakeholder & Community Coordination
  • Interface with government agencies, utility providers, and regulatory bodies.
  • Communicate effectively with internal teams, clients, and community partners.
  • Resolve issues that impact construction activities or public operations.
Qualifications & Experience Education
  • Bachelor’s degree in Civil Engineering, Construction Management, or related field required.
Experience
  • 10+ years of construction management experience with at least 5 years leading major infrastructure projects.
  • Proven track record delivering large civil works such as transportation, utilities, water/wastewater, bridges, or public infrastructure.
  • Strong knowledge of construction contracts (FIDIC, NEC, or local equivalents).
Skills
  • Expertise in construction scheduling software (Primavera P6, MS Project).
  • Strong leadership, communication, and negotiation skills.
  • Advanced understanding of safety management systems and QA/QC procedures.
  • Ability to solve complex technical and logistical problems under pressure.
