Introduction

The Building Inspection Department is responsible for the Administration and Enforcement of the City and State Building, Heating, Plumbing, Electrical, and Zoning Codes. The primary purpose of these codes is to protect the life and safety of the public. The secondary purpose is to protect, preserve, and enhance property values and quality of life for the citizens of the City.


Position Purpose

Participates in the inspection and enforcement of electrical systems and equipment to gain compliance with City and state electrical codes. This position shall report to the Chief Building Inspector under the administrative supervision of the Director of City Development.

  • Enforces and interprets the National Electrical Code and the State of Wisconsin Electrical Code, as well as the City of Racine Electrical Code for electrical contractors and the public.
  • Reviews plans and issues electrical permits; signs erection permits and conducts inspections of new buildings during construction and prior to occupancy.
  • Makes inspections of new and existing wirings and electrical installation in residences, businesses, public, and other buildings for conformance with safety standards, laws, and ordinances; checks existing wiring installations prior to use with special electrical devices in order to determine ability to carry an additional load without danger.
  • Conducts inspections of older buildings that are rewired or rehabilitated; works in conjunction with the Fire Department and the Health and Housing Departments pertaining to the electrical safety of lives and property.
  • Checks workmanship to see that electrical work complies with ordinances and regulations; recommends methods for improvements.
  • Instructs electricians as to the proper location of incoming services and wiring centers.
  • Prepares reports and maintains records of work performed.
  • Coordinates and inspects the work of electricians engaged in the maintenance and repair of fire alarms, traffic lights, electrical wiring systems, and appliances in the city buildings.
  • Maintains a consistent and reliable attendance record.
  • Assists the Chief Building Inspector in his/her duties.
  • Performs related work as assigned.


Conditions of Employment

  • Air-conditioned office environment.
  • Possible exposure to inclement weather while performing inspections.


Minimum Qualifications

  • Shall be a Master Electrician and be certified by the State of Wisconsin to inspect one and two family dwellings and commercial buildings.
  • At least six years of recent work experience as a Master Electrician, Journeyman Electrician or Electrical Inspector.
  • Valid driver's license and availability of a properly insured personal vehicle for use on the job.
  • High School Diploma.


Knowledge, Skills, and Abilities Required

  • Knowledge of the methods and practices involved in constructing, installing, maintaining, and operating a variety of electrical installations, equipment, and appliances.
  • Knowledge of possible defects and faults in electrical wiring and appliances, and of standard testing devices and effective corrective measures.
  • Knowledge of ordinances relating to electrical appliances and installations, and of National Electrical Code Standards.
  • Ability to detect and locate defective electrical wiring and construction or improper installation, coupled with the ability to ascertain the stage of construction or installation when defects are most easily found and remedied.
  • Ability to consult with building owners, contractors, electricians and others, and to effect and maintain satisfactory working relationships on inspectional and regulatory matters.
  • Ability to understand and work from construction and wiring plans, blueprints, drawings, and diagrams.
  • Ability to enforce codes with firmness, tact, and impartiality.

Equipment Used

Copy machine, computer terminal and keyboard; fax machine, telephone and miscellaneous office equipment.
