Position Overview
CGI Federal is looking for a Senior Application Project Manager to support a program for the Army's PL ALTESS contract. PL ALTESS, or Product Lead for Acquisition, Logistics, and Technology Enterprise Systems and Services, provides IT services and support to the Army and Department of Defense. As a managed service provider, ALTESS delivers infrastructure, platform, and application services across data centers and commercial clouds, modernizing IT systems by migrating them to the cloud and managing mission‑critical applications to ensure Army readiness.
ALTESS oversees IT service delivery across various hosting locations, aligning with Department of Defense digital transformation strategies as part of PEO Enterprise.

- Senior Application Project Manager experience utilizing agile development best practices. Under indirect supervision, oversee management of multiple application modernization projects. Responsibilities include gathering requirements, estimating Level of Effort (LOE), drafting development stories, facilitating backlog reviews & sprint planning meetings, coordinating resources, reviewing QA results, and performing final review.
- Manage resources across each development effort and provide staffing recommendations for new or expanding projects.
- Provide budget reports to track burn rates across each project to ensure projects stay within budget.
- Manage master project schedule and reprioritize efforts to prevent collisions.
- Work directly with customers to communicate project status.
- Work with the development teams to identify areas for improvements and gain efficiencies.
- Three or more years' experience with Dev/Sec/Ops development strategies.
- Three or more years' experience with Agile development processes and tools.
- Three or more years' experience with Quality Assurance (AQ) application testing.
- Three or more years' experience managing budgets and resources across multiple application projects.
- Strong verbal and written communication skills.
- Experience effectively managing multiple large-scale projects.
- Bachelor's degree in a technical/business discipline or equivalent years of experience managing application development projects.
- Working knowledge of DoD STIGs, and IAVM.
