Group Rental Programs- Construction
As a member of the Rental Programs
- Construction team, you will have the opportunity to work alongside a dedicated team of professionals who share a common mission: to expand access to safe, affordable housing for all North Carolinians. As a Construction Specialist, you will play a crucial part in shaping the landscape of affordable rental housing across North Carolina, by providing guidance of construction methods, materials and project costs, as well as, provide technical support for the construction of rental homes through a variety of state and federal housing programs.
You will be responsible for reviewing multi‑family building plans and specifications as well as inspecting multi‑family construction to ensure compliance with agency requirements.

Main Objectives- Inspect multi‑family new construction and rehabilitation projects.
- Uses advanced knowledge and understanding of program guidelines as it relates to design and construction workmanship, and installation of approved materials and equipment to projects at various stages (or during framing and final inspections).
- Makes recommendations for processes used to collect and document streamline tracking project progression.
- Evaluates progress of construction work, submit reports of discrepancy or corrections to management.
- Schedules and conducts site visits and inspections using lists of projects with some direction from a senior colleague or management.
- Conducts scope of work site inspections for Agency related rehabilitation projects. Determine best applicable scope of work for each project.
- Makes construction related decisions code applicability and construction material installations that outside developers, architects and vendors are trying to use or perform.
- Review multi‑family building plans and specifications
- Uses advanced knowledge to perform assigned building plan reviews targeting federal, state and local building codes and Agency Design Standards requirements, list any deficiencies and corrective actions and email findings to external developer and architect of assigned project.
- Records plan review results in internal tracking systems such as in Microsoft Excel and Rental Project Management documents.
- Reviews value engineering efforts from developers, architects and vendors who are wanting to undertake changes to awarded projects.
- Development Costs and Application Reviews
- Uses advanced knowledge to review materials, equipment and labor costs to ensure quality and cost reasonableness of developments, identifying concerns of costs that appears to be outside of industry standards in the market with minimum oversight by senior colleague.
- Reviews on‑site costs of proposed development costs of projects to ensure they are within reasonable and acceptable ranges, or to determine if they are either too high or too low.
- Provides feedback to developer or Agency staff as to decisions concerning cost reviews and issues that may create changes to procedures or cost budgets.
- Reviews application reports for approval. Reports include termite reports, structural integrity reports and flood plain reports and may provide guidance to junior colleagues.
- Reviews funding application plans to create a design score for purposes of funding potential.
- Provide Technical Assistance or Best Practices
- Provides written and verbal responses to questions from Agency staff, partners and developers. Offers guidance and recommendations on design requirements and construction activities.
