The North Carolina Department of Adult Corrections is seeking an energized and collaborative oriented permanent employee to serve as the Safety Consultant (CAP Safety Program Manager) to be a part of the NCDAC / Support Services / Division of Engineering, Construction, and Maintenance (DECM)’s Construction Apprenticeship Program (CAP) team and operate the construction operations safety program to ensure compliance with the Department Safety Policies and the federal and State OSHA standards for challenging yet rewarding projects.
The Safety Consultant (CAP Safety Program Manager) is responsible for managing the CAP safety program development, administration, and training for all personnel, including but not limited to, construction site, Logistics Yard, and Fabrication shop full-time positions, contract-time positions, and offenders employed or participating in CAP. The CAP Safety Program, includes but is not limited to, the administration of OSHA 300 logs for recordable offender injuries and illnesses, Hazard Assessment Program, Emergency Drill Program, Manual Jack Inspection Program, Hazard Communication Program and Training, Disposable Respirator Training Program, Hazard Chemical Inventory log, Boom truck (aerial lift) and Crane Pre-operational Inspection Program, Confined Space Entry Program, and audits of the Tool Inventory Check-out / Check-in SOP.
The Safety Consultant (CAP Safety Program Manager) will conduct all training, including but not limited to, forklift operation, disposable respirators, hazardous materials, hazard assessments, ladder, and scaffold safety, fall protection, confined space, trenching safety, personal protective equipment, and portable fire extinguisher distribution, location, use and operation. The Safety Consultant (CAP Safety Program Manager) will conduct all 10-hour and 30-hour OSHA Construction Industry Awareness Training and issue Competent Person certifications.
The Safety Consultant (CAP Safety Program Manager) will conduct monthly on-site safety inspections and provide written reports for all active construction project sites, Logistics Yard, and Fabrication Shop and work in conjunction with the assigned on-site personnel to resolve any safety and health inefficiencies.
The Safety Consultant (CAP Safety Program Manager) provides DECM with technical expertise and code and regulation interpretation of standards and codes, including but not limited, to OSHA, NEC, N.C. State Building Code, NFPA, and Safety Technical Bulletins and contacting OSHA Technical Services, OSHA Consulting Services, OSHA Enforcement Bureau, OSHA Training and Education Department and the State Construction Office as needed for additional consultation.
A successful candidate should possess efficient decision-making capabilities, ability to work collaboratively with others, and effective communication skills. This individual will work under the management of the Director of Construction Operations and coordinate with other CAP managers to ensure safety program requirements are met for all CAP projects.
This position has a duty station of Raleigh, NC and requires the successful candidate to commute daily to the Raleigh, NC office with occasional overnight stays within areas of North Carolina. This position is assigned a duty station located State Owned work vehicle for standard business use and overnight stays when required.
Note to Current State EmployeesThe salary grade for this position is NC17. State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position. If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. Based upon these factors, a pay increase MAY result.
