Regulatory Compliance Specialist
Job Description
This position can be based in either Raleigh or Charlotte, NC. CDM Smith is seeking a Construction Management professional with experience in water and wastewater infrastructure to support and lead construction projects of varying size and complexity. The role involves coordinating and overseeing construction activities, interpreting plans and specifications, and working closely with field teams, contractors, and clients to support successful project delivery.
- Plan, manage, and oversee construction projects ranging from multiple small to medium projects to large, multi‑contract projects of moderate complexity.
- Conduct project analyses and reporting, including monthly progress reports and documentation of deficiencies, issues, risks, and/or overruns.
- Manage and control all construction management activities, including critical path method (CPM), scheduling and claims administration.
- Interpret plans and specifications for clients, contractors, and the company’s field personnel.
- Provide internal consultation to construction representatives and act as a technical resource to other functional groups within the division.
- Develop new business opportunities through proposal preparation and general contact with current and potential clients.
- Oversee and coordinate all shop drawing activities.
- Anticipate and administer the construction services group operations as required.
- Review government and funding agency regulations to provide consultative services that reflect an up‑to‑date knowledge and understanding of legal requirements.
- Provide expert witness services in claims administration cases.
- Perform other duties as required.
- Bachelor’s degree.
- 10 years of relevant experience; equivalent additional directly related experience will be considered in lieu of a degree.
- Domestic and/or international travel may be required; frequency contingent on specific duties, responsibilities, and essential functions of the position.
- Ability to work at or near a professional office environment or in a field environment based on project requirements.
- Active and focused participation in meetings or conference calls of varying duration.
- Capability to work under tight or rigid deadlines and beyond the standard scheduled workday or workweek as needed.
- Physical ability to move about assigned locations, operate and use a PC/computer/electronic device, and lift items up to 50 pounds.
- Tolerance for hazardous weather conditions and other environmental exposures encountered in field work.
- Comfortable working in and moving about confined spaces.
- Excellent knowledge of construction management processes, methods, and best practices.
- Advanced knowledge of construction products, details, and relevant rules, regulations, and quality standards.
- Demonstrated leadership skills with an ability to develop and grow staff.
- Expert time and project management skills.
- Excellent organizational skills for balancing and prioritizing work.
- Proven ability to analyze, problem‑solve, and mitigate risks.
- Proficient business development, marketing, and sales skills.
