Celito Communications is seeking a full-time Fiber Design Engineer based in our Raleigh, NC office
. This role is responsible for outside plant fiber design, construction coordination, permitting, route planning, field surveys, project documentation, and network records management across Celito’s fiber network.

The Fiber Design Engineer will support the full lifecycle of fiber infrastructure projects, from estimating and field validation through detailed design, permitting, construction support, splicing coordination, as-built documentation, and closeout. This position requires strong technical judgment, project coordination, field awareness, and attention to detail.

Core Responsibilities:

Fiber Network Design and Engineering
  • Design aerial and underground outside plant fiber routes for new builds, relocations, network extensions, and customer service delivery.
  • Prepare detailed design and construction drawings for permitting, construction crews, splicers, and internal stakeholders.
  • Perform field site surveys to validate routes, construction requirements, existing infrastructure, building entry options, and potential design constraints.
  • Develop route designs, network placement plans, splice designs, and construction packages that are accurate, buildable, and aligned with Celito standards.
  • Support both ring and hub-and-spoke fiber network topologies.
  • Produce and maintain detailed design records, as-built documentation, and fiber network updates for assigned projects.
  • Use tools such as Nexus Worx, Microsoft Visio, Google Earth, KMZ files, Adobe Acrobat, Microsoft Office, and related design/documentation platforms.
Permitting, Right-of-Way, and Building Entry
  • Prepare and submit documentation required for NCDOT and municipal permits related to fiber construction.
  • Build and maintain positive working relationships with NCDOT, city contacts, permitting authorities, and local municipalities.
  • Coordinate permitting timelines, requirements, revisions, and approvals to keep projects moving forward.
  • Design building entries for non-residential customer locations and network facilities.
  • Work with property owners, property managers, landlords, and customer stakeholders to obtain approval for building entry designs.
  • Support execution of right-of-entry agreements and related documentation.
  • Ensure all permitting, right-of-way, and building access requirements are tracked, documented, and communicated clearly.
Construction and Field Coordination
  • Coordinate with local subcontractors, OSP construction crews, fiber splicers, vendors, and internal teams to support project execution.
  • Manage field activities related to fiber construction, maintenance, repair, splicing, and project closeout.
  • Provide clear construction packages, drawings, route details, and work instructions to field crews and splicers.
  • Monitor construction progress, identify blockers, and help resolve field issues quickly.
  • Perform post-construction quality assurance inspections to confirm work has been completed accurately and to standard.
  • Review construction output against approved designs, permits, and Celito documentation requirements.
  • Support invoice review and validation for construction crew and fiber splicing activity.
Fiber Splicing and Network Records
  • Work closely with fiber splicers on network fiber splicing activity, splice planning, troubleshooting, testing, and documentation.
  • Maintain accurate fiber network and splicing records using Nexus Worx or other approved fiber management systems.
  • Ensure fiber assignments, splice records, route information, and as-built records are accurate and current.
  • Support optical testing activities using tools such as OTDRs and light meters.
  • Assist with troubleshooting optical network issues, fiber performance concerns, and physical-layer connectivity problems.
  • Ensure network records are updated after construction, maintenance, repairs, and emergency restoration events.
Project Management and Estimating
  • Manage assigned fiber design and construction projects from request through completion.
  • Produce cost estimates for sales, planning, construction, and budgeting purposes.
  • Coordinate internal and external resources to keep projects on schedule.
  • Track project status, milestones, permitting progress, construction readiness, open issues, and closeout requirements.
