The Education Program Consultant II provides statewide leadership, consultation, and technical assistance to support the planning, implementation, evaluation, and continuous improvement of educational programming within the North Carolina Department of Adult Correction. This position serves as a resource to prison education staff, central office personnel, community colleges, and other postsecondary and community partners to ensure high-quality educational services that improve instruction and student learning.

This position analyzes program, instructional, and performance data to identify strengths, address areas for improvement, and recommend strategies that support both agency goals and educational outcomes.

• Responsibilities include coordinating educational initiatives, ensuring consistent and accurate implementation of programs, supporting instructional best practices, evaluating the effectiveness of educational programs, providing strategic leadership in the field, data collection, analysis, and reporting, and collaborating with other sections and organizations to create transitional education and career pathways.
• The Education Program Consultant II develops and delivers professional development for education staff and partners on instructional practices, educational technology, library services, and program requirements.
• This role collaborates extensively with prison leadership, education staff, community colleges, postsecondary institutions, and other stakeholders to strengthen partnerships, facilitate communication, coordinate resources, support the field, and ensure compliance with applicable policies and strategic priorities.
• The Education Consultant II also assists in the development, revision, and implementation of education policies and practices that promote continuous program improvement, academic achievement, career readiness, and successful educational outcomes for incarcerated learners.
• This position represents the Education and Programs section and the NC Department of Adult Correction.
• This position is responsible for developing, coordinating, and promoting educational and career pathways that enable incarcerated learners to earn postsecondary degrees and industry-recognized credentials aligned with workforce needs. These pathways support transitions to apprenticeships, work release opportunities, and post-incarceration employment, advancing NCDAC's strategic goals as outlined in the Reentry 2030 Strategic Plan.
• This position may also be responsible for working on and/or writing related reports.

• NC licensure as a public-school educator, preferably with a Master's of School Administration
• Experience providing leadership, consultation, or technical assistance for educational programs in a K–12, adult education, postsecondary, correctional education, or another comparable educational environment.
• Experience analyzing and using program, instructional, or performance data to evaluate effectiveness and support continuous improvement initiatives.
• Experience developing and delivering professional development or training for educators, administrators, or other professional staff.
• Experience coordinating projects or statewide initiatives that require organization, communication, and cross-functional collaboration.
• Thorough knowledge of instructional methods and techniques, educational planning and research administration and other aspects of education as it relates to the educational services of the work section and the subject matter assignment within the position’s area of concentration.
• Ability to coordinate effective working arrangements with committee and work associates, educational administrators, parent-teacher and other organizations, and the general public; and provide leadership in the interpretation, in oral and written form, of complex laws, rules, regulations, and policies to a full-range of contacts.
• Ability to effectively convey ideas, in oral or written form, to federal, state, and local educational agency personnel.
