Project Controls Specialist II (PCS-II) is responsible for initiating and completing routine aspects of project control assignments including complex aspects of estimating, scheduling, change analysis and cost control. Therefore, the PCS-II is an essential member of a project team. PCS-II supports Senior Project Controls Specialists and project managers on varying ranked projects in accordance with Project Management Center of Excellence (PMCoE) assignment criteria.
The PCS-II is responsible for performing various aspects of project control assignments using prescribed methods and tools.
- Generate Periodic Project Controls Analytics. Create periodic project analysis of gathered data through verification and validation in order to support project controls metrics. Responsible for distributing and archiving project controls analysis as appropriate.
- Perform Change Control. Track, trend and initiate action for changes to the project scope, schedule and cost. Analyze change requests, gain approval, and distribute change requests in a manner compliant with internal governance, standards and procedures.
- Project Controls Benchmarking and Self Assessment Initiatives. Lead assigned benchmarking and self-assessment initiatives relevant to project controls functions. Summarize and communicate improvement opportunities, formulate adoption of Company and Industry best practices, incorporate actions to address gaps in performance.
- Expertise in Project Controls Methodologies. Aid Project Managers (PMs) in Work Breakdown Structures (WBS) development, project schedules, cost estimates, track and trend cash flow reports, change control documentation (scope, cost or schedule) and/or any reports associated with project controls. Track and report project status performs variance, earned value and critical path analyses at a level appropriate for the project.
- Create and Maintain Project Estimate. Work with Estimator(s) to create or create project cost estimate in order to establish effective cost controls management. Assure that project estimate includes all necessary raw materials, resource / labor rates, manufactured materials / equipment as well as current industry data relative to project scope. Manage the estimate according to PMCoE Estimating Standard and review cycle.
- Effective Team Participation. The PCS-II is responsible for maintaining effective relationships with customers, supports the resolution of quality issues and completes assignments (proposals, project tasks, reports, etc.) as negotiated. Displays proficiency in conflict resolution and reaching win-win outcomes among team members.
- Business, Engineering, Finance, Project Management or Other Related Degree & 2 years related work experience.
- In lieu of degree: HS Diploma + 5 years related work experience.
- Basic qualifications:
proficient use, understanding and application of project controls principles and associated project controls software tools.
- Software such as MS Project/MS Office Suite, Primavera, Business Objects, Passport, Powerplant, Emax, Peoplesoft, Risk management tools / Monte Carlo analysis.
