Overview

North Carolina Department of Environmental Quality (DEQ) State Energy Office (SEO) is implementing the $90 million Infrastructure and Investment Jobs Act (IIJA) Weatherization Assistance Program (WAP) for the U.S. Department of Energy. The primary goals of the program are to scale up weatherization efforts for low‑income households in NC and to grow the weatherization workforce. SEO is seeking a candidate to join an existing team of technical weatherization specialists to provide technical assistance to the weatherization subgrantees and monitor the quality of their work.

This is a temporary position and there are no leave or retirement benefits offered with this position. Temporary employees who work an annual average of 30 or more hours per week may be eligible for health insurance coverage under the High Deductible Health Plan (HDHP). Permanent and time‑limited NC State Government employees must separate from their permanent or time‑limited position in order to work in a temporary position. All temporary employees are limited to one NC State Government temporary assignment at a time. Individuals hired into a temporary State job must be fully qualified for the job.

OSHR supports the Governor's Job Ready initiative and seeks to expand a temporary skill set to enhance their qualifications for State government and private sector jobs.

Responsibilities
  • Provide technical assistance to weatherization subgrantees and monitor the quality of their work.
  • Ensure proper, effective, and compliant energy conservation measures are employed by IIJA WAP subgrantees in weatherized homes.
  • Administer, monitor, and inspect energy efficiency efforts, as well as provide training to subgrantees to ensure efficient and effective weatherization work.
  • Occasionally travel overnight around the state and access crawlspaces and attics while monitoring homes.

Effective July 1, 2025, candidates now meet the minimum qualifications of a position if they have the minimum education and experience listed from the class specification.

Qualifications & Certifications
  • Have at least 1,000 hours of relevant prior experience in a field or technical position within home performance, weatherization, or building science (energy efficiency, indoor air quality, building performance, whole home assessments) or energy audits.
  • Obtain BPI HEP Energy Auditor certification.
  • Obtain BPI HEP Quality Control Inspector certification.
  • Within 6 months of employment, obtain and maintain BPI Multifamily Building Analyst (MFBA) certification; failure to obtain a valid MFBA certification within 6 months will result in separation from employment.
  • Minimum education:

    Master’s degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum, and three years of experience related to the area of assignment; or an equivalent combination of education and experience.
Salary & Pay

Job Order Hourly Rate of Pay: $27.50 (Based on education and/or years of relevant work experience reflected on the application).
