Senior Noise Analyst

Jacobs' Southeast Environmental Planning and Permitting (EPP) Department is seeking a Senior Noise Analyst for our growing business needs. The successful candidate would be experienced in conducting noise impact assessments and barrier analysis in support of linear transportation and utility projects across the Southeastern US. The ideal candidate would be familiar with regional DOT (particularly Georgia DOT) noise reporting procedures.

As Senior Noise Analyst, you will lead noise analysis projects across the southeastern United States for various types of infrastructure projects but with a primary emphasis on transportation-related projects of both a Design-Build and Design-Bid-Build nature. You might also provide noise support on other projects throughout the United States, including support for planning, engineering, and construction services to federal, civilian, and other government and commercial clients.

You will also assist in the development of scoping documents, cost estimates, and task schedules; conduct QAQC reviews of noise documentation prepared by others; and contribute to the training of junior and mid-level Noise Subject Matter Experts (SMEs).

Responsibilities would include but are not limited to:

  • Develop scopes-of-work, fee proposals, and task schedules
  • Coordinate with environmental specialists, engineers, and project managers across Jacobs' entire EPP Department to complete tasks when needed
  • Ensure that relevant project tasks are completed within established deadlines, budgets, and scope-of-work (Develop ETCs, communicate with PMs, and maintain records for scope creep)
  • Serve as lead QA/QC reviewer of all noise documentation prepared for projects supported by Jacobs' EPP East group, including noise documentation prepared by sub-consultants
  • Assist in the identification and development of new clients and service sectors
  • Assist in the development of proposals (RFQ/RFP responses) requiring Noise services
  • Assist in the development and preparation of Noise training sessions/modules for presentation to internal departments within Jacobs as well as external clients.
  • Participate in business development and marketing efforts with the goal of developing the Noise group within Jacobs EPP (Participate in CoPs, networking groups, sales calls, and lead facetime with local DOTs)
  • Identify potential candidates for Noise staff positions through development of job requisitions, review of candidate resumes, and participation in interviews of potential candidates
  • Maintain updated knowledge of Noise regulations and procedures as implemented by Jacobs' clients
  • Lead Noise-related field work and report preparation efforts as needed to facilitate successful project delivery
  • Assist with noise-related public involvement and outreach activities

Here's what you'll need:

  • Bachelor's Degree in Environmental Planning, Environmental Science, Geography or related field
  • 8+ years in the environmental consulting industry
  • Ability to charter and lead a field project or task team with a focus on client service and internal delivery goals
  • Experience applying FHWA's TNM 2.5 modeling guidance for transportation projects
  • Experience with Microsoft Office, Adobe, ArcGIS Pro, Bluebeam
  • Valid US Driver's License
  • Ability to travel within the Southeast geography based on business need
  • Ideally, you will also have:
  • Master's Degree in Environmental Planning, Geography, or related field
  • Working knowledge of GIS and mobile data collection applications, such as Google Earth and ArcGIS Field Maps, including GIS data management and systems architecture
  • Experience conducting noise impact assessments and barrier analysis for Design-Build projects
  • Experience conducting and managing Air Quality assessments including analysis for CO, MSATs, PM2.5, and Ozone
