Utility Maintenance Supervisor

Public Works – Utility Operations

JOB SUMMARY

This position is responsible for directing the maintenance of the county’s wastewater collection and water distribution systems and/or supervising the departments metering operations.

MAJOR DUTIES
  • Prioritizes and schedules work assignments.
  • Trains, assigns, directs, supervises, evaluates, and disciplines personnel.
  • Communicates with customers, contractors, and vendors; assists in the resolution of problems or concerns.
  • Schedules daily meter reading and utility location routes and assignments.
  • Reads water maps and blueprints.
  • Conducts hydrant flow tests.
  • Inspect and troubleshoots water and sewer lines and lift stations.
  • Operates a variety of vehicles and equipment; transports equipment to job sites; digs trenches; operates a tractor and bush hog; operates a dump truck.
  • Locates water lines, meters, and sewer lines.
  • Orders parts and supplies; assembles and fabricates parts; maintains inventory.
  • Prepares and maintains files and records, work orders, telephone log sheets, time sheets, etc.
  • Enforces county and OSHA safety regulations.
  • Performs related duties.
KNOWLEDGE REQUIRED BY THE POSITION
  • Knowledge of civil engineering practices as related to water and wastewater operations.
  • Knowledge of the repair, maintenance, and construction of water and sewer lines.
  • Knowledge of occupational hazards and safety procedures.
  • Knowledge of county and department policies and procedures, and federal, state, and local laws and regulations.
  • Knowledge of computers and job-related software programs.
  • Knowledge of the Lincoln County Sewer Use Ordinance and Cross Connection Control Ordinance.
  • Skill in the interpretation and evaluation of plans and blueprints.
  • Skill in the operation of work-related vehicles and equipment.
  • Skill in planning, organization, and decision making.
  • Skill in the supervision of personnel.
  • Skill in oral and written communication.
SUPERVISORY CONTROLS

The Utility Operations Superintendent assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.

GUIDELINES

Guidelines include AWWA rules and regulations, North Carolina General Statutes, Department of Environmental and Natural Resources guidelines, OSHA guidelines, DOT guidelines, county ordinances, state plumbing and electrical codes, and department rules and regulations. These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY/SCOPE OF WORK
  • The work consists of varied supervisory, administrative, and technical duties. Heavy traffic, inclement weather, and the necessity of working in confined spaces contributes to the complexity of the position.
  • The purpose of this position is to supervise the maintenance of the county's water distribution and wastewater collection systems. Successful performance contributes to the efficiency and effectiveness of those operations.

  • Contacts are typically with co-workers, other county employees, vendors, customers, contractors, developers, and members of the general public.
  • Contacts are typically to give or exchange information, resolve problems, motivate personnel, and provide services.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
  • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, walking, bending, crouching, or stooping. The employee occasionally lifts light and heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.
  • The work is typically performed in an office, warehouse, and outdoors, occasionally in cold or inclement weather. The employee may be exposed to noise, dust, dirt, grease, machinery with moving parts, contagious or infectious diseases, or irritating chemicals. Work requires the use of protective devices such as masks, goggles, gloves, etc.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY

This position has direct supervision over Utility Maintenance Crew Leader, Utility Maintenance Worker, Utility Locator, and Utility Technician.

MINIMUM QUALIFICATIONS
  • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
  • Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years’ experience or service.
  • Possession of or ability to readily obtain a valid driver’s license issued by the State of North Carolina for the type of vehicle or equipment operated.
  • Possession of or ability to readily obtain a valid Class B commercial driver’s license issued by the State of North Carolina.
  • Possession of or ability to readily obtain NCWTFOCB Grade A Distribution certification, NCWPCSOC Grade III Collections certification, and Traffic Control/Flagger certification.
