Summary Description

The Manager, Reliability Compliance reports to the Director, Environmental and Transmission Compliance. This position is responsible for the execution and oversight of NCEMC’s overall strategy related to Electric Reliability Organization (ERO) compliance including adherence to its ERO Compliance Plan. The Manager, Reliability Compliance will act as the NCEMC ERO Compliance Plan Manager and be instrumental in maintaining the systems that facilitate compliance with all applicable regulations.

This position will also periodically advise and train the member cooperatives on reliability compliance issues that may impact their operations. The Manager, Reliability Compliance will supervise the coordination of safety aspects for the NCEMC owned and operated assets, the HQ building, and the TEMA facility.

A bachelor’s degree in engineering, science or business is required with a professional certification, such as a P.E. license, being highly desirable. A master’s degree in a related field is preferred. Strong consideration will be given to relevant work experience which may substitute for academic qualifications.

At least ten (10) years of progressive electric utility experience is required with preference given to work in the regulatory compliance arena. Advanced degree(s) and professional engineering licensure may be substituted for years of experience. Project management experience, including budgeting, reporting, and personnel supervision, is required. Team leadership is a plus. Specific experiences with NERC/SERC reliability standards, NCUC requirements, and regional transmission planning are highly desired.

The successful candidate must have a working knowledge of regulatory processes and familiarity with federal, regional, and state agency rules and procedures. Compensation for the position is commensurate with experience.

• Oversee reliability compliance activities and ensure the timely completion and submittal of required documentation, self-certifications, or other information required by regional entities and/or federal regulators
• Lead the NCEMC ERO Compliance Team which is made up of multidisciplinary subject matter experts (SMEs) and other staff focused on reliability objectives:
  • Ensure that the SMEs are competent, proactive, engaged, and well-trained in their areas of expertise
  • Manage a system that documents all aspects of reliability compliance and can readily be available for internal review and regulatory audits
  • Administer the SME preparation of evidence used to document and demonstrate NCEMC compliance with NERC standards including policies, procedures, and practices as they apply to NCEMC, and its member owned facilities
• Serve as the primary point of contact for all regulatory and internal reliability audits, potential compliance violations, self-reports, or other compliance coordination with outside entities
• Monitor reliability regulatory activity on a federal, regional, and state level
• Manage the NCEMC review, commenting, and voting process for proposed new reliability standards and regulatory filings
• Administer the NCEMC process to disseminate NERC Alerts within NCEMC and to the participating member cooperatives and manage any necessary actions or responses
• Act as primary point of contact with member cooperatives for NERC/SERC compliance related activities
• Collaborate with the NAGF, ACES and NRECA on reliability compliance issues affecting NCEMC and other entities
• Serve as the lead planner and internal/co-op staff coordinator for participation in the NERC Grid Ex exercise
