Recruitment Range: $86,258 - $150,000

Salary Grade: NC25

This position currently qualifies for a hybrid telework option with routine office and remote workdays. Telework options are subject to change at the discretion of management.

Provides technical life and health actuarial support to the Life & Health Division and the Financial Evaluation Division. Secondary actuarial support is provided to the Life & Health Division, Consumer Services Division, Field Audit Division, and Legal Division under the limited supervision of the Chief Actuary.

Primary Purpose of the Position

The incumbent will assemble and analyze data to estimate the probability and likely cost of events such as death, sickness, injury, or disability. They will provide consultation and professional recommendations to various divisions within the agency or department. Responsibilities include, but are not limited to, reviewing data/information and making recommendations concerning rate, rule and policy form filings; reviewing Statements of Actuarial Opinion and advising of deficiencies;

participating in rate hearings, including expert witness testimony as required; conducting surveys or data calls of insurers; and providing consultation concerning proposed legislation, new insurers, and consumer‑related issues. The role supports rate setting, financial budgeting, forecasting, clinical policy design, reimbursement standards, and the effects of proposed practices and standards on healthcare costs.

Knowledge, Skills, and Abilities / Management Preferences
  • Considerable professional knowledge in Life and Health actuarial practice and current developments and trends.
  • Maintenance of professional credentials through continuing education with the American Academy of Actuaries and the Society of Actuaries.
  • Extensive knowledge of North Carolina laws and regulations as they relate to actuarial practice.
  • Ability to prepare written reports that are clear, concise, appropriate for the intended audience, and well documented.
  • Possession of ASA or FSA qualification.
Minimum Education and Experience

Bachelor's degree in actuarial science, statistics, mathematics, business, or a closely related field from an appropriately accredited institution and a minimum of four years of professional actuarial experience, including Associate status in the Society of Actuaries (SOA). Equivalent combinations of education and experience are also accepted.
