On‑Call Emergency Management Specialists – Preparedness

WSP is currently initiating a search for on‑call emergency management preparedness reservist employees. This position is not full‑time and is dependent upon project needs.

Houston, TX;
Orlando, FL;
Raleigh, NC;
Columbia, SC;
Irvine, CA; or Exton, PA.

We are seeking individuals who are eager to assist on an on‑call basis as an emergency management preparedness reservist employee.

Key Responsibilities
  • Support Emergency Management team in servicing clients preparing for, responding to, and recovering from disasters nationwide and in US territories.
  • Support Emergency Management Agencies in preparedness tasks including training, exercise, and planning.
  • Perform a variety of duties including development, design, conduct, data analysis, and evaluation.
  • Attend periodic training throughout the year to maintain position eligibility.
  • Support Emergency Management Project Management functions.
  • Exercise responsible and ethical decision‑making regarding company funds, resources, and conduct, and adhere to WSP’s Code of Conduct and related policies and procedures.
  • Perform additional responsibilities as required by business needs.
Project Responsibilities
  • Develop, promote, and coordinate client emergency management plans, procedures, and operations through the emergency management cycle.
  • Prepare and conduct basic and specialized training programs for clients, local officials, private sector representatives, and the public.
  • Analyze data and make operational recommendations for improved responses to and mitigation of disasters and emergencies.
  • Assist in the development of Homeland Security Exercise Evaluation Program (HSEEP) compliant exercises. This includes designing exercises, documenting after‑action reports, and initiating continuous improvement efforts.
  • Travel as required by client and project and which could include overnight stays.
  • Perform related duties as required.
Required Qualifications
  • High School Diploma, or equivalent.
  • 7+ years’ experience, or equivalent, including 1+ years of emergency management experience. City, County, District or State‑level emergency management experience preferred.
  • Completion of IS 100, 200, 700 and 800.
  • Broad knowledge of Emergency Management principles, methods and techniques.
  • Travel required – Must be able to travel to client sites as project warrants and may include overnight stays.
  • Exercise responsible and ethical decision‑making regarding company funds, resources and conduct and adhere to WSP’s Code of Conduct and related policies and procedures.
  • Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety, and drug/alcohol and harassment policies.
Preferred Qualifications
  • Completion of FEMA Emergency Management Institute Independent Study – Professional Development Series.
  • State Emergency Management Certifications, if applicable.
  • Completion of Introduction to Emergency Management Planning (G‑235 or IS‑235).
  • Broad knowledge of the National Incident Management System (NIMS), the Incident Command System (ICS), the National Response Framework (NRF), National Disaster Recovery Framework (NDRF), the Comprehensive Planning Guide 101 (CPG 101) and other federal preparedness guidance documents and policies.
  • Completion of E/L/K‑146 Homeland Security Exercise Evaluation Program.
  • Completed IS‑120 Introduction to Exercises.
  • Completed ICS 300 and/or ICS 400.
  • Relevant Backgrounds: A background in specialized areas including military, law enforcement, public health, EMS, healthcare, private sector, agriculture, cybersecurity, etc.
