Homeless And Community Programs Administrator

Join a dynamic team dedicated to increasing housing affordability and stability in our community. The City of Raleigh Housing and Community Development Department seeks an experienced and forward-thinking candidate for the role of Homeless and Community Programs Administrator, where you will address some of the city's most challenging housing issues. The position reports to the Homeless and Community Programs Supervisor.

The ideal candidate is a highly motivated, proactive, and resilient housing professional who can join a high-performing team, help design and implement homelessness initiatives, and ensure regulatory compliance. Working closely with leadership within the Housing and Community Development Department and other City departments, as well as community partners like Wake County and nonprofit organizations, you will help lead programs and projects to end and prevent homelessness in Raleigh.

The Community Development Division of the Housing and Community Development Department administers several housing-focused programs funded with local and federal funds. We work to increase the supply of affordable housing, improve access to affordable housing, and end and prevent homelessness. Our team works closely with other City departments, Wake County, and other organizations within the Raleigh community to further housing affordability in the city.

Duties

and Responsibilities
  • Assists with the allocation processes for federal funds targeted to ending homelessness, including Emergency Solutions Grants (ESG) and Community Development Block Grant Program (CDBG)
  • Supports implementation of funded programs, which requires a working knowledge of federal guidelines
  • Supports implementation of the City's Tenant-Based Rental Assistance (TBRA), which is funded by a combination of local and federal sources including HOME, by providing regulatory interpretation, program design support, and compliance monitoring
  • Develops RFPs for programs and projects, reviews proposals, drafts and manages contracts, meets with awarded grantees, oversees contract execution and project start-up, and monitors grant awardees for program compliance
  • Monitors project implementation through review of reports and invoices, meeting with funded agencies, identifying potential risks, and ensuring that federal and City funding requirements are met
  • Prepares City Council agenda materials and memos for departmental and City leadership
  • Supports reporting on U.S. Department of Housing and Urban Development (HUD) homelessness programs
  • Conducts research/data analysis and recommends evidence-based and best practices for ending and preventing homelessness
  • Develops and maintains strong working relationships with homeless service providers to ensure open communication, provides technical support, and shares regulatory and compliance updates
  • Participates in CoC meetings and work groups and provides input on how the City can strategically deploy its resources to best meet community needs
  • Typical Qualifications

    Required Education & Experience

    Bachelor's Degree in Social Work, City Planning, Public Policy, Public Administration, Human Services or related field; 3 to 5 years' experience in homelessness, affordable housing, program/grant management or a related field;

    OR

    An equivalent combination of training and/or experience that provides the required knowledge, skills, and abilities.

    Preferred Education & Experience

    • Master's degree in Social Work, City planning, public policy, public administration or related
