The Data Analyst supports Wake County's Research, Data, and System (RDS) division within the Housing Affordability and Community Revitalization (HACR) Department. This role contributes to the Department’s mission by analyzing, validating and reporting on housing and homelessness data used to inform programs, services and policy decisions across the housing continuum.
The Data Analyst works with housing program staff, subject matter experts and technical partners to translate data into clear, actionable insights. This includes developing reports, dashboards and visualizations; supporting performance monitoring and regulatory reporting; and helping ensure data quality across housing-related systems such as HMIS, Neighborly and other program databases. The position operates independently on assigned projects while following established analytics standards, data quality practices and governance guidelines.
Key Responsibilities- Develop and publish reports, dashboards and data visualizations to support housing programs, leadership and community partners
- Analyze housing and homelessness data from multiple systems (e.g., HMIS, Neighborly, GIS) to identify trends, gaps and opportunities
- Support program evaluation and performance monitoring through data cleaning, validation and integration activities
- Assist with HUD, ESG and other grant-related or regulatory reporting by preparing, validating and documenting required data outputs
- Monitor data quality and support consistent data collection practices by providing technical assistance related to assigned reports or datasets
- Work with program staff and subject matter experts to translate reporting needs into analytical solutions
- Develop and maintain documentation related to data sources, reports, dashboards and workflows
- Collaborate with IT staff, vendors and internal partners to troubleshoot data and reporting issues as needed
- Participate in training and knowledge‑sharing efforts that promote effective and consistent use of data across the department
The Wake County Housing Affordability & Community Revitalization (HACR) Department is committed to ensuring that quality, affordable housing is accessible for all Wake County residents. As the community continues to grow, HACR works across the housing continuum to support stability, equity and opportunity through data‑informed policy, programs, and partnerships. Within HACR, the Research, Data & Systems (RDS) Division supports these goals by integrating data, research, and technology to improve program performance, transparency and decision‑making.
RDS manages housing data systems such as HMIS, Neighborly and Power BI dashboards, ensuring that policy and program leaders have accurate, timely and actionable insights to guide housing initiatives across the County.
Education and Experience )
- Associate’s degree in Computer Science, Information Systems, Computer Engineering or a related field
- Three years of experience in data science and analytics
- Five years of experience in data science or analytics may be substituted for the combined education and experience requirements
- Equivalent education and experience are accepted

- Experience examining data to identify trends and applying insights to improve program performance and decision‑making
- Experience improving data quality, streamlining reporting and analytical tools and adapting to evolving program needs
- Demonstrates commitment to public service by supporting housing programs that serve the community and producing work responsive to stakeholder needs and program goals
- Knowledge of data analytics, visualization, reporting and data management best practices
- Knowledge of housing, homelessness, or human services program data concepts and performance measures
- Skills in data integration, analysis, and dashboard/report development using SQL, Power BI, Excel, or similar tools
