Position
IT Project Program Manager
Location1915 Health Services Way, Raleigh, NC 27607 - ONSITE
ClientClient is seeking an experienced IT Project Program Manager for large-scale IT projects.
Skills & Qualifications- Results-oriented with strong work ethic and leadership, negotiation, time management, facilitation, and organizational skills.
- Management of a portfolio of multiple projects at varying stages and priorities.
- Communication tailored to the audience and their needs.
- Excellent written communication and presentation skills.
- Experience working effectively with all levels of staff, clients, and IT personnel.
- Responsible for acquiring and utilizing necessary resources within agreed cost, time, and quality parameters for a program.
- Lead strategic initiatives.
- Identify and plan systematic corrective action to reduce errors and improve the quality of systems and services through root‑cause analysis.
- Advise and lead in improving IT project quality by focusing on program definition, management, repeatability, and measurement.
- Build, influence, lead, and motivate effective teams toward end results.
- PMP/PgMP Certification (preferred).
- Agile (PMI-ACP) Certification (preferred).
- Experience managing or supervising programs involving legacy system replacement projects.
- Experience collaborating with State and Local Government.
- Experience in complex, cross‑functional team environments.
- Program management of multiple large complex projects – required 5 years.
- Creating roadmaps for the portfolio – required 7 years.
- Developing business case, cost‑benefit, and market analysis – required 5 years.
- Proven track record of delivering IT projects within budget, scope, and schedule – required 7 years.
- Objective decision‑making based on strategic objectives, business performance analysis, and resource availability.
- Hands‑on experience managing project risk, cost, schedule, quality, testing, and communications – required 7 years.
- Strong supervision, organizational, interpersonal, and time‑management skills – required.
- Demonstrated presentation, training, oral and written communication skills – required.
- Solid work experience with project management tools (e.g., Microsoft Project) – required 7 years.
- Experience with Microsoft Office – required 7 years.
- PMI certification Project Management Professional (PMP) – highly desired.
- State Government experience – highly desired.
- Experience managing implementation of a statewide IT project – highly desired.
- Experience with legacy system replacement projects and data migration – highly desired 3 years.
- Experience collaborating with State and Local Government – highly desired 3 years.
