PositionGIS Technical Specialist

Role & Responsibilities- Provide dedicated support to the State Traffic Operations Center (STOC) and Transportation Mobility & Safety Unit by maintaining and updating GIS data used in routing, traffic operations, and incident response.
- Assist with building simple to moderately complex maps, dashboards, and GIS tools that support daily operations.
- Communicate clearly with non-GIS users, ask questions to understand requests, and follow established GIS Unit standards when creating or updating data and applications.
- Perform routine QA/QC checks on geometry, events, and attributes; support progress tracking and documentation.
- Write basic Arcade code to support mapping, queries, calculations, and display.
- Support ETL processes under guidance from senior GIS staff.
- Attend STOC meetings to observe workflows and learn operational needs; gradually build context for future GIS solutions.
- Provide general GIS support answering user questions, troubleshooting simple issues, and escalating complex problems to senior staff.
- Report to Specialist
- Expert and work effectively as a team. - Collect equipment on the first day; be local to the Triangle region of North Carolina.
- Attend on-site when business needs warrant in-person participation, such as scheduled meetings or task-specific activities.
- Advanced knowledge of ArcGIS Online, the Esri Software Suite, and ArcGIS Enterprise.
- Ability to build web mapping applications independently, publish hosted and referenced feature services, and understand the GIS product lifecycle from requirements gathering to maintenance.
- Experience with ArcGIS tools for editing geometry, updating events, and attributing data.
- Familiarity with Arcade coding and ETL processes is a plus.
- Willingness to perform 12+ hour days during major emergency activation, including evenings, weekends, and holidays.
- Ability to travel to and from the STOC in Raleigh for in-person support during a major activation lasting > 5 days; travel expenses are not covered by the State.
