General Statement of Duties
The Nurse Specialist provides intermediate level professional nursing work in providing primary, preventive and rehabilitative care to individuals in a public health clinical or community setting. Work is performed under the direction of a Nurse Services Supervisor.
Distinguishing Features of the ClassThe Nurse Specialist I independently assesses patient needs for nursing care or medical intervention. Work is performed in a clinical setting. The employee assesses needs, develops basic nursing care plans and patient goals, explains physician findings and ensures instructions are followed. Employees must differentiate levels of patient criticality to identify crisis situations requiring physician or agency intervention. Employees generally serve at the staff nurse level in clinics or community settings where higher level staff are available for consultation.
Employees may be assigned to outreach clinic assignments and may serve as a lead worker from time to time.

Responsibilities- Utilize registered nurse skills in a fast‑paced clinic setting including Family Planning, STD, Primary Care, Maternal Health, and JustTEENS Clinics.
- Interpret physician findings and provide prescribed treatments and medications.
- Follow up of communicable diseases in Guilford County.
- Administer immunizations for children and adults.
- Provide ongoing surveillance and monitoring of activities related to communicable diseases following CDC, North Carolina, and Guilford County guidelines/protocols.
- Knowledge of general nursing care methods and their relation to medical and surgical practice.
- Knowledge of methods and techniques used in the prevention of communicable diseases.
- Ability to establish and maintain effective working relationships with patients, public employees, and the general public.
- Ability to understand and carry out detailed professional instructions.
- Ability to interpret and explain public health laws and regulations.
- Ability to keep records and complete reports.
- Ability to make independent assessments and nursing judgments.
- Ability to apply nursing theory principles and techniques in public health and related programs.
- Good individual patient and family teaching skills.
- Working knowledge of social and economic problems relating to public health, including social determinants of health and health equity.
- Ability to operate a computer for communication, patient record documentation, and information access.
- Bachelor's degree (BSN) from an accredited four‑year college or university.
- Registered Nursing license issued by the North Carolina Board of Nursing or another eNLC state.
- 0–6 months of professional nursing experience in a public health setting or related environment if BSN, or 2 years of experience if ADN.
- Additional training in specialty area may be required.
Sits, walks, and stands during a workday. Must be able to perform basic life support functions such as walking, talking, hearing, and repetitive motions. Must lift patients (children) and objects up to 30 pounds. Must have visual acuity to record observations, interpret test results, administer immunizations, and record findings. May occasionally be in contact with difficult patients. Exposure to infection and hazardous situations (driving, rural or inner‑city settings, inclement weather) may occur.
Driving RequirementMay require driving for county business, including attending conferences and meetings. Driving records will be verified for compliance with county criteria. If a personal vehicle is used, it must carry proper insurance per county policy.
Location RequirementCandidates must reside within a two‑hour driving radius of Guilford County to be considered for employment.
