The Quality Assurance Analyst will serve as a member of the DHHS Medicaid Enterprise System (MES) Program within the PBA Business space. This position is responsible for activities to implement the PBA application for DHB Pharmacy Business.

Responsibilities include:
  • Assessing the testability of requirements and providing business guidance in developing test case scenarios and quality assurance based on business requirements.
  • Validating test results and evaluating quality assurance to ensure they meet the business vision.
  • Performing quality assurance across different stages of application testing such as Integration testing, User Acceptance Testing, Regression Testing, and End-to-End Testing.
  • Collaborating and communicating with work groups around product deliverables with the PBA project team, Product Owners, and Business Leads.
  • Performing quality assurance on regression testing cases and providing business guidance to achieve the business vision.
  • Using test and defect management tools, with preference for MF ALM and JIRA.
  • Working with end users to ensure thorough and complete user acceptance testing.
  • Applying Agile Methodology and Scrum practices.
  • Validating automation testing scenarios and defining business expectations.
  • Analyzing requirements and identifying use cases and test scenarios with the production manager and product owner.
  • Having in-depth knowledge of healthcare functions and business segments to meet departmental goals.
  • Providing feedback and input to senior decision-makers for strategic product solutions.
  • Having experience with Medicaid/Healthcare and Managed Care areas.
  • Understanding CMS MITA Framework across Medicaid Business, Information, and Technical Architecture.
  • Prior experience with Medicaid applications, especially in Pharmacy

This role involves working with the PBA Project Team, State QAU team, PBA vendor, and Business core to support product artifacts, manage feature launches, and system deployment.

  • Expertise in Medicaid Pharmacy (PBA) processes, roles, and outcomes — 3 years required.
  • Knowledge of Enterprise IT Systems integration principles and change management — 5 years required.
  • Ability to manage multiple priorities in a fast-paced, deadline-driven environment — 5 years required.
  • Proficiency in Microsoft Project, Word, Excel, PowerPoint, Access, and Adobe — 5 years required.
  • Experience creating test cases, defining business scenarios, and use cases — 5 years required.
  • Experience with defect management and testing tools like JIRA, MF ALM — 5 years required.
  • Excellent communication, attention to detail, and experience developing reports — 5 years required.
  • Working knowledge of Agile methodologies and tools — highly desired, 5 years.
  • Experience with Cloud technologies (IaaS, PaaS, SaaS) — highly desired, 5 years.
  • Handling HIPAA and PII data — 5 years required.
  • Ability to gather data via interviews, observation, surveys, and documentation — highly desired, 5 years.
  • Managed care knowledge or experience — 3 years required.
  • Understanding of CMS MITA standards — 5 years required.
  • Medicaid program knowledge or related healthcare IT experience — 5 years required.
