Utilities Specialist - Valve Maintenance

Raleigh Water - Water Distribution division is looking for a Utilities Specialist - Valve Maintenance to join our team. Utilities Specialists are devoted to completing preventive maintenance, utility repairs, utility locating, participating in investigations within our water system and providing excellent customer service. The Utilities Specialists also performs maintenance and equipment operation for the City’s distribution system by performing skilled activities in support of maintaining, replacing, and repairing water assets, such as services, mains, fire hydrants, etc.

Work

Hours

This position primarily works on Monday - Friday from 6:30 am - 3:00 pm
. Work includes rotating after‑hours on‑call responsibilities. When on call, you’ll receive standby pay for 8 hours at your regular hourly rate. If you’re called out to work during your on‑call shift, you’ll be compensated at the overtime rate as per our company policy. We understand that flexibility is key! Our on‑call schedules as well as after‑hours work requirements can vary based on seasonal needs and operational requirements.

Therefore, the ability to work a flexible schedule is essential for this role. Examples of work performed while on‑call are working on a repair call crew when needed and performing emergency locates.

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job‑related tasks other than those specifically presented in this description.

  • Performs technical duties in the Water Distribution system including utility locating, valve maintenance, System repairs and/or installs, and system flushing
  • Identifies and creates work orders per field investigations for repairs
  • Works with specialized equipment to ensure proper system operability
  • Monitors and inspects equipment and the operability of the equipment
  • Operates and drives heavy equipment such as a dump truck, tractor-trailer, tractor, flatbed truck or water truck
  • Evaluates critical infrastructure by field verification and coordinate excavation
  • Responds to contractor damage within the assigned area and document all information from the damage
  • Leads project teams for program and/or division related projects
  • Creates and completes City Works work orders and inspections related to assignment
  • Serves as Secondary personnel on the On-Call Crew, which consists of technical, operational, and safety duties
  • Assists with training new employees on valve procedures and protocols
Education and Experience

High School diploma or G.E.D. equivalency and 3 to 5 years’ experience in water/wastewater infrastructure inspection, maintenance/repair or related work, such as:

  • Landscaping: installer, maintenance, irrigation
  • Construction: grading, storm drain, site work, builder, plumber, any utility construction (including fiber installation), road construction
  • Mechanic: heavy equipment, HVAC, hydraulic systems
  • Farming: manual labor, equipment operating
  • Moving Company: labor, truck driver
  • General Municipal Worker: utility inspector
  • Tech School Student: mechanical
  • Firefighter: full or part‑time
Licensing and Certifications
  • Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire
